La Comisión Permanente de la Conferencia Episcopal Española (CEE) ha publicado, con ocasión de su CCXXV reunión durante los días 2 y 3 de octubre, en Madrid, una Declaración titulada “ante la crisis, solidaridad”.
Habida cuenta de la importancia política y mediática que algunos medios civiles y eclesiales han concedido a este documento, la Comisión Permanente del Foro de Curas de Bizkaia quiere hacer públicas las siguientes consideraciones:
1.- Compartimos con los obispos de la Comisión Permanente de la Conferencia Episcopal Española su inquietud por la crisis económica y su llamada a la solidaridad, así como su invitación a colaborar en la erradicación de algunas de sus gravísimas consecuencias. Agradecemos volver a escuchar su voz en este sentido, a pesar de que nos parezca una palabra tardía y de que nos hubiera gustado una mayor atención no sólo a las consecuencias, sino también a las causas estructurales que originan la crisis y a sus responsables más directos. Creemos que la caridad y la justicia van de la mano y que el actual sistema económico es estructuralmente injusto y, por ello, anticristiano.
2.- En otro momento sostienen que “propuestas políticas encaminadas a la desintegración unilateral de esta unidad nos causan una gran inquietud”. Echamos de menos en su Declaración las palabras del Papa Juan Pablo II en la quincuagésima Asamblea General de la Naciones Unidas el 5 de octubre de 1995, nº 8: “puede haber circunstancias históricas en las que agregaciones distintas de una soberanía estatal sean incluso aconsejables, pero con la condición de que eso suceda en un clima de verdadera libertad, garantizada por el ejercicio de la autodeterminación de los pueblos”.
3.- Es muy probable que otra Declaración de la Comisión Permanente de la CEE en la que se hubiera tenido más en cuenta el magisterio de Juan Pablo II, hubiese llevado a los obispos a subrayar la necesidad de favorecer un afrontamiento sereno de las diferentes y legítimas maneras de articular políticamente la unidad y la diversidad. Probablemente, también les hubiera llevado a recordar no sólo la existencia de un derecho reglado a la autodeterminación en Quebec (Canadá) o en Escocia (Reino Unido), sino también la suma importancia de la solidaridad económica entre los pueblos ricos y pobres, dentro y fuera del Estado Español.
4.- Ante estos silencios, creemos necesario recordar la Carta Pastoral “Preparar la paz”, publicada por los obispos de la Comunidad Autónoma Vasca el 29 de mayo de 2002. En ella se sostiene que, en principio, “mientras (los diferentes modelos políticos) respeten los derechos humanos y se implanten y mantengan dentro de cauces pacíficos y democráticos, la Iglesia no puede ni sancionarlos como exigencia ética ni excluirlos en nombre de ésta. En consecuencia, ni la aspiración soberanista, ni la adhesión a un mayor o menor autogobierno, ni la preferencia por una integración más o menos estrecha en el Estado Español, son, en principio, para la Iglesia «dogmas políticos» que requieran un asentimiento incondicionado” (nº 6).
5.- A la luz de este magisterio, entendemos que todos los ciudadanos católicos están llamados a elaborar de manera adulta, sin proteccionismos ni intervencionismos eclesiales, sus propias opciones políticas analizando la situación real, examinando la licitud de los objetivos buscados y medios utilizados, sopesando las consecuencias previsibles de la aplicación de los diferentes modelos y el objetivo superior de la paz y de la reconciliación de nuestra sociedad. Nos gustaría saber si D. Mario Iceta está de acuerdo con este posicionamiento que se desprende del magisterio de los obispos del País Vasco o con el más reciente de la Comisión Permanente de la Conferencia Episcopal Española.
6.- Finalmente, creemos oportuno informar que la Declaración de la Comisión Permanente de la Conferencia Episcopal Española no es vinculante para la formación del criterio moral de la comunidad católica ya que se trata de un escrito pastoral, no de un documento doctrinal aprobado unánimemente por los obispos o ratificado por la Santa Sede. Su valor es testimonial y su fuerza vinculante descansa en la solidez evangélica y argumentativa de lo que sostienen sus firmantes. No le asiste otra autoridad doctrinal. Ello quiere decir que en la materia que nos ocupa, las orientaciones formuladas en 2002 por los obispos del País Vasco siguen siendo hoy y aquí el magisterio auténtico para nuestra Diócesis de Bilbao.
