Los eurófilos más extasiados lo machacan sin cesar: si no dispusiéramos del euro, dicen, las consecuencias de la crisis serían peores para muchos países europeos. Divinizan un euro “fuerte y protector”. Es su doctrina y la defienden fanáticamente. Pero lo cierto es que tendrían que explicarles a los griegos (y a los irlandeses, a los portugueses, a los españoles, a los italianos y a tantos otros ciudadanos europeos vapuleados por los planes de ajuste) qué entienden por “consecuencias peores”…
De hecho, estas consecuencias son ya tan insoportables socialmente que, en varios países de la eurozona, está subiendo, y no sin argumentos, una radical hostilidad hacia la moneda única y hacia la propia Unión Europea (UE).
No les falta razón a estos indignados. Porque el euro, moneda de 17 países y de sus 350 millones de habitantes, es una herramienta con un objetivo: la consolidación de los dogmas neoliberales (1) en los que se fundamenta la UE. Estos dogmas, que el Pacto de Estabilidad (1997) ratifica y que el Banco Central Europeo (BCE) sanciona, son esencialmente tres: estabilidad de los precios, equilibrio presupuestario y estímulo de la competencia. Ninguna preocupación social, ningún propósito de reducir el paro, ninguna voluntad de garantizar el crecimiento, y obviamente ningún empeño en defender el Estado de bienestar.
Con la vorágine actual, los ciudadanos van entendiendo que tanto el corsé de la Unión Europea, como el propio euro, han sido dos añagazas para hacerles entrar en una trampa neoliberal de la que no hay fácil salida. Se hallan ahora en manos de los mercados porque así lo han querido explícitamente los dirigentes políticos (de izquierda y derecha) que, desde hace tres decenios, edifican la Unión Europea. Ellos han organizado sistemáticamente la impotencia de los Estados con el fin de conceder cada vez más espacio y mayor margen de maniobra a mercados y especuladores.
Por eso se decidió (a insistencia de Alemania) que el BCE fuese “totalmente independiente” de los Gobiernos (2). Lo cual concretamente significa que queda fuera del perímetro de la democracia. De ese modo, ni los ciudadanos ni los Gobiernos elegidos por éstos pueden entorpecer sus opciones liberales.
Hoy, esas características (impotencia de los políticos, independencia del BCE) son en parte responsables de la incapacidad europea para resolver el drama de la deuda griega. La otra causa es que, bajo su aparente unidad, la UE (en este caso particular la eurozona) está profundamente dividida en dos bandos casi irreconciliables: por una parte, Alemania y su área de influencia (Benelux, Austria y Finlandia); por la otra: Francia, Italia, España, Irlanda, Portugal y Grecia.
El origen de la deuda griega (como el de la de los demás países periféricos afectados por la crisis de la deuda soberana, incluida España) es conocido. Cuando Grecia fue admitida en la zona euro (3), las instituciones financieras consideraron inmediatamente que este pequeño Estado presentaba, a pesar de su evidente fragilidad y de sus escasos recursos, todas las garantías necesarias para recibir créditos masivos y baratos. Llovieron sobre Atenas ofertas de financiación a tipos de interés de ganga, en particular por parte de bancos alemanes y franceses que incitaron a los gobernantes helenos a endeudarse a bajo coste y a largo plazo para adquirir principalmente material militar (4) alemán y francés…
Cuando estalla la crisis financiera de 2008 (llamada “de las subprimes”), ésta se extiende rápidamente al sector bancario europeo. Los establecimientos financieros carecen pronto de liquidez y restringen drásticamente el crédito. Lo que amenaza con asfixiar el conjunto de la economía. Para evitarlo, los Estados ayudan masivamente a la banca. Y la salvan. Para ello, se endeudan aún más comprando dinero en el mercado internacional (ya que el BCE se niega a ayudarlos). Ahí, de repente, intervienen las agencias de calificación que sancionan el excesivo endeudamiento de los Estados (¡realizado para salvar a los bancos!)… Inmediatamente los tipos de interés de los préstamos a los Estados más endeudados se disparan… Y se produce la crisis de la deuda soberana.
En sí misma, la deuda griega es insignificante si se tiene en cuenta que el PIB de Grecia representa menos del 3% del PIB de la eurozona. El problema, técnicamente, podía haberse resuelto hace ya más de un año sin gran dificultad. Pero el gobierno conservador alemán, que enfrentaba entonces unas complicadas elecciones locales (finalmente perdidas), estimó que no sería moralmente justo que los griegos, acusados de “corrupción” y de “laxismo”, saliesen tan rápidamente del mal paso. Había que castigarlos para que no cundiese “el mal ejemplo”.
Una ayuda demasiado rápida a Atenas, declaró Angela Merkel, “tiene el efecto negativo de que otros países en dificultades podrían dejar de hacer esfuerzos” (5). Por eso, con el apoyo de sus aliados, Berlín empezó a poner pegas de todo tipo. Dejando pasar los meses.
Plazo que los mercados, excitados por el desacuerdo político europeo, aprovecharon para cebarse en Grecia. Todo se complicó entonces. Finalmente, Alemania acabó por aceptar un (incompleto) plan de ayuda con una condición: que participase en él el Fondo Monetario Internacional (FMI). ¿Por qué? Por dos razones. Primero porque se estimaba que las instituciones europeas carecían de un verdugo lo suficientemente severo para escarmentar a los griegos. Segundo, porque la especialidad del FMI, desde hace cuarenta años, consiste en exigir siempre esfuerzos antisociales a los países endeudados. Sus recetas (aplicadas con saña en América Latina durante los años 1970 y 1980) son siempre las mismas: alza de las tasas al consumo, recortes brutales de los presupuestos públicos, estricto control de los salarios, privatizaciones masivas…(6).
El Gobierno de Papandreu tuvo que resignarse a adoptar un salvaje plan de austeridad. Pero el mal estaba hecho. El ritmo de la política europea es lento y largo, cuando el de los mercados es inmediato. Los especuladores entendieron que la Unión Europea era un gigante sin cerebro político, y el euro una “moneda fuerte” con estructura débil (no hay ejemplo en la historia, de una moneda que no esté encuadrada por una autoridad política). Atacaron a Irlanda, pasó lo mismo y volvieron a ganar. Atacaron a Portugal e ídem. Atacaron a España y a Italia, y los Gobiernos de estos países se apresuraron a autoimponerse las impopulares recetas del FMI.
Por toda Europa se extiende ahora la “doctrina de la austeridad expansiva”, que sus propagandistas presentan como un elixir económico universal cuando en realidad está causando un estrepitoso daño social. Peor aún, esas políticas de recortes agravan la crisis, asfixian a las empresas de todo tamaño al encarecer su financiación, y entierran la perspectiva de una pronta recuperación económica. Empujan a los Estados hacia la espiral de la autodestrucción, sus ingresos se reducen, el crecimiento no arranca, el paro aumenta, las (impresentables) agencias de calificación rebajan su nota de confianza, los intereses de la deuda soberana aumentan, la situación general empeora y los países vuelven a solicitar ayuda (7). Tanto Grecia, como Irlanda y Portugal –los tres únicos Estados “ayudados” hasta ahora por la Unión Europea (mediante el Fondo Europeo de Estabilización) y el FMI– han sidos precipitados, por los que Paul Krugman llama los “fanáticos del dolor” (8), a ese fatal tobogán.
Y el “Pacto del euro”, establecido en marzo pasado, tampoco resuelve nada. En realidad es una vuelta de tuerca suplementaria a la austeridad, un acuerdo “de competitividad” que prevé más recortes del gasto público, más medidas de disciplina fiscal, y penaliza principalmente –de nuevo– a los asalariados. Con amenazas de sanciones a los Estados que no cumplan el Pacto de Estabilidad (9). Propone la tutela de la deuda pública y un ritmo fijo de reducción, o sea: una limitación de la soberanía. “Los países europeos deben ser menos libres de emitir deuda”, afirma, por ejemplo, Lorenzo Bini Smaghi, miembro del directorio del BCE. Algunos eurócratas van más lejos, proponen que se le retire a un gobierno que no haya respetado el Pacto de Estabilidad, la responsabilidad de dirigir sus propias finanzas públicas…
Todo esto es absurdo y nefando. El resultado es una sociedad europea empobrecida en beneficio de la banca, de las grandes empresas y de la especulación internacional. Por ahora la legítima protesta de los ciudadanos se focaliza contra sus propios gobernantes, complacientes marionetas de los mercados. ¿Qué pasará cuando se decidan a concentrar su ira contra el verdadero responsable, o sea el sistema, es decir: la Unión Europea?
