O Parlamento galego insta á Xunta a cumprir a lei da RISGA

Con data de 12 de xuño foi publicado no Boletín Oficial do Parlamento de Galicia un acordo aprobado por unanimidade no que os grupos con representación no parlamento galego instan á Xunta de Galicia (e tamén aos concellos) a que “axilice” a tramitación da Renda de Inclusión Social de Galicia (RISGA) e das axudas de inclusión social para cumprir os prazos que marca a normativa vixente. Igualmente, a proposta aprobada pide á Xunta que a todas as persoas que solicitaran a RISGA a través da Lei de Inclusión Social e estean a esperar pola resolución, superados os tempos legais establecidos (dous meses), lles sexa recoñecido o dereito á percepción da renda por silencio administrativo. Finalmente, o acordo reclama que todas as solicitudes rexistradas antes do 31 de marzo deste ano se resolvan nun prazo máximo de dous meses.

Ante este acordo queremos recoñecer, en primeiro lugar, que consideramos positivo que ao debate parlamentario teña chegado dunha vez por todas a crúa realidade da RISGA (longos tempos de espera que se prolongan ata os oito meses, burocracia excesiva, escasa cobertura, contías mínimas…) que está a agravar dun xeito intolerable a terrible situación de empobrecemento e precariedade que padecen tantas persoas e familias en Galicia.

Pero máis aló do inicial recoñecemento do oportuno e obrigado do debate desenvolvido e da proposta aprobada, sentímonos na obriga de lembrar aos políticos e á cidadanía que, en último termo, o que vén de facer o Parlamento non é outra cousa que recoñecer publicamente que a administración está a cometer unha ilegalidade no que aos prazos de tramitación da RISGA se refire, e, en consecuencia, insta á Xunta de Galicia a que cumpra coa súa obriga de respectar a lei. Sen dúbida é o mínimo que se lle pode esixir, pero neste mundo ao revés aínda semella que temos que dar as grazas!

Ademais botamos en falta no texto do acordo varios aspectos que deberían ter quedado reflectidos: non se fala de orzamento algún, e sen cartos sabemos que os acordos adoitan quedar en nada; tampouco hai alusións ao necesario aumento das contías, á simplificación dos trámites nin á eliminación dalgúns requisitos que deixan a moita xente sen poder acceder ás axudas; por último, tamén silencio sobre a aprobación do regulamento que tería que estar listo neste mes e sobre a necesidade de que se faciliten datos públicos da RISGA.

En todo caso, non podemos deixar pasar esta ocasión sen denunciar unha vez máis o insuficiente e inútil da Renda de Integración Social de Galicia en termos de transformación social e de loita contra o empobrecemento. Por iso nós, e moitos colectivos e persoas, defendemos a necesidade de superar estes modelos de “rendas ou salarios para pobres”, para dar paso á Renda Básica das Iguais, concibida como o dereito de toda persoa a recibir unha cantidade periódica que cubra as súas necesidades elementais. Fronte a unha RISGA subsidiaria e restritiva, familiar e condicionada, a Renda Básica ten carácter universal, persoal e incondicional. A Renda Básica é suficiente e digna; a RISGA, escasa e miserable. Finalmente, a Renda Básica é un instrumento máis de xustiza e redistribución da riqueza, mentres a RISGA supón un instrumento de fiscalización, exclusión e perpetuación da esmola asistencial.

Pero mentres traballamos por facer posible esa sociedade nova onde todas as persoas conten cos recursos suficientes para cubrir as súas necesidades básicas, mentres teñamos que convivir coa realidade imperfecta e insuficiente da RISGA, por suposto que a Xunta ten que dar cumprimento ao acordo parlamentario e, en definitiva, ao establecido pola lexislación vixente no que atinxe aos prazos de resolución da RISGA. Faltaría máis: é a súa obriga, e é o menos que pode facer ante a grave situación da que é vítima unha gran parte da cidadanía.
