Tras analizar as bases do “Programa municipal de axudas extraordinarias a familias para gastos de aloxamento, subministros e alimentación – 2014”, coñecido como “cheque social”, aprobadas en Xunta de Goberno extraordinaria o pasado 30 de maio, sentímonos na obriga de denunciar que, como resposta do Concello de Vigo ante o empobrecemento brutal que está a padecer a cidadanía, este programa resulta totalmente insuficiente e inxusto, non só pola evidente e mesmo insultante escaseza da contía orzamentaria, senón tamén polo seu carácter eminentemente restritivo tanto no que ten que ver cos ingresos máximos das persoas potencialmente beneficiarias, como nos anos de empadroamento esixidos.
No contexto dunha situación de precariedade e empobrecemento crecentes da poboación, con 35.000 persoas desempregadas e 3.000 expedientes de axudas de emerxencia municipais bloqueados, a diminución do orzamento en máis dun 40% e o endurecemento das esixencias para acceder a estas axudas resulta dunha falta de sensibilidade e unha irresponsabilidade abraiantes.
Da lectura das bases non podemos máis que concluír que hai que malvivir na miseria máis absoluta para poder optar a ditas axudas, polo que o Concello deixará fóra das mesmas, e polo tanto sen solución algunha, a un número inxente de persoas e familias que, cuns ingresos totalmente insuficientes, afrontan o día a día sen ter como satisfacer as súas necesidades máis elementais.
De seguido pasamos a enumerar polo miúdo os principais defectos do programa:
1º. Principalmente, insuficiencia orzamentaria.
Cunha provisión de 2.000.000 €, supón 1,2 millóns de euros menos que o ano pasado, cando as condicións económicas e a precariedade das persoas teñen empeorado se cadra máis (o amosa o aumento ate en 6 veces do número de solicitudes de AEM no que levamos de ano con respecto ao ano pasado).
2º. Séguese a tomar como titular ou beneficiaria da axuda a unidade convivencial, non recoñecendo o dereito individual de cada persoa a obter a satisfacción das súas necesidades básicas.
3º. O modelo de concorrencia competitiva elixido para o outorgamento das contías fai que non se dea resposta eficaz e proporcionada ás concretas necesidades de cada solicitante, de tal maneira que os cartos que cada quen recibe non se axusta a situación concreta que se padece, senón ao número de solicitudes que se presentan.
4º. Nos gastos que poden ser subvencionados non se traslada a realidade da situación de moitas familias, enmarcándose nun esaxerado formalismo que non se acomoda aos peculiares modelos convivenciais aos que a xente ten que recorrer. Así, por exemplo:
a) Non se prevé como subministro a auga.
b) Non se prevé como gasto de vivenda diferentes modelos de vida: pisos compartidos, retorno ás vivendas familiares…
c) Esíxese a «garantía de continuidade na vivenda» como requisito para sufragar os gastos de aluguer. Sen embargo, a experiencia contrastada coas resolucións das AEM está a facer que en moitos casos non se estime a concesión da axuda por considerar que a renda do aluguer resulta desproporcionada ou non axustada aos recursos da familia.
5º. Esixir ás persoas estranxeiras que conten con tarxeta de residencia supón unha discriminación inxustificada para persoas que poden levar moitos anos empadroadas na cidade, e que tamén teñen necesidades que cubrir. Tamén xera moitas dúbidas na interpretación e posterior aplicación, xa que existen moitas persoas «regularmente vivindo no Estado» que non contan con tarxeta de residencia (apátridas, perceptores de asilo, cidadáns comunitarios, estudantes…).
6º. O feito de que, con respecto á convocatoria do 2013, o Concello teña elevado de un a tres anos o tempo de empadroamento esixido para poder acceder a estas axudas, só pode entenderse como unha estratexia para restrinxir ao máximo o número de solicitudes, incluídas as de moitas persoas que tiveron dereito ao cheque social o ano pasado.
Así mesmo, esixir o empadroamento da unidade familiar na vivenda onde residan cunha antigüidade anterior ao 1 de xaneiro de 2014 pode excluír a moitas familias que mudaron de domicilio no que levamos de ano, polo que desexamos que se aplique equitativamente e que se resalte o feito de que «TODOS» os membros da familia leven empadroados na mesma vivenda dende antes do 01/01/2014, con independencia da vivenda de que se trate (que parece ser o que se pretende).
7º. As contías máximas de ingresos, unha vez descontados os gastos de aloxamento (se é que os admiten ou estiman), resultan excesivamente restritivas: por exemplo, para unha familia de 4 membros que poida descontar o máximo de gastos de aloxamento (300€), se establece un límite de ingresos de 450 €, o que supón uns ingresos máximos per cápita de pouco máis de 110 euros. Ademais o restritivo dos límites intensifícase segundo aumentan os membros da unidade familiar.
8º. En canto ao procedemento:
a) O prazo máximo de resolución (3 meses dende a publicación da convocatoria) queda sen efecto porque se establece o silencio negativo (é dicir, se transcorridos os tres meses non existe resolución, estimarase denegada a axuda), co que aos solicitantes non lles queda máis remedio que agardar ao máis que probable atraso na concesión das axudas.
b) Vólvese establecer (como o ano pasado) a publicidade das resolucións concedidas con nome e apelidos dos beneficiarios, o que supón un claro atentado ao dereito á intimidade persoal e familiar dos solicitantes. Non existe razón algunha para facer isto, posto que se o que se quere é garantir a posibilidade de recurso e discusión da puntuación obtida, pódese asegurar a revisión da puntuación publicando soamente o número de solicitudes presentadas.
c) O outorgamento de puntuación volta ser excesivamente restritivo: unha vez superado o primeiro obstáculo do límite dos ingresos máximos, atopámonos con que unha familia de 4 membros que teña uns ingresos de 451 euros (112 por persoa) non obtén puntuación algunha (táboa 2), co que non percibirá axuda. Desta maneira, as bases limitan aínda máis os criterios do ano pasado, cando os ingresos máximos per cápita eran de 150 euros. O mesmo acontece cunha familia de 5 membros con 551 euros de ingresos.
d) O prazo para adquirir os alimentos da axuda concedida (10 días) parece moi escaso.
e) Tendo en conta que o prazo máximo de concesión das axudas ponnos no mes de outubro (se se cumpren as bases, o que con case total seguridade non acontecerá pola falla de persoal), a limitación de que só se poden aboar os custos de aloxamento ate decembro de 2014 pode facer que, na realidade, estas axudas queden sen contido material.
