El barrio salmantino de Buenos Aires se encuentra en el cinturón de la periferia urbana, «como otros muchos barrios de otras ciudades a lo largo de la geografía española, consecuencia de un tipo de políticas antisociales», señala Emiliano de Tapia, párroco del barrio, capellán de la cárcel de Topas (Salamanca) y coordinador de la ONG Asdecoba, que da a conocer en Asturias su experiencia de trabajo con los más necesitados. El cura participa en unas jornadas sobre economías alternativas y solidarias que tienen lugar en Gijón. En su barrio salmantino, el de Buenos Aires, se concentran no pocos problemas socioculturales, segregación y marginalidad. Aislado de la ciudad por la distancia que la separa y por las barreras físicas como el río Tormes, una circunvalación, zonas industriales y una vía ferroviaria, casi ha derivado en un gueto: el narcotráfico campa a sus anchas y ha deshumanizado la convivencia. Un pequeño porcentaje de vecinos ha empañado a toda una comunidad de 1.400 habitantes. «Hasta que ellos mismos no se den cuenta que son víctimas, no seremos capaces de salir», advierte De Tapia, baluarte de la lucha contra la droga, algo que le ha valido varias amenazas por parte de los clanes que la comercializan.
Gracias a la creación de una ONG promovida por la parroquia del barrio hace ahora 16 años, entre drogas y marginación, se proponen buscar una alternativa al oscuro futuro que les deparaba el barrio, organizando, junto a otros colectivos vecinales y un grupo de trabajadores relacionados con el campo de lo social, diversas actividades y programas de desarrollo comunitario, culturales, de atención social u ocupacionales.
La ONG Asdecoba -Asociación Desarrollo Comunitario Buenos Aires- aglutina una serie de organizaciones y empresas sociales con la misma finalidad: crear una conciencia social con el empuje de la propia comunidad, desarrollando, fomentando y promoviendo diversas actuaciones e iniciativas para paliar los problemas existentes, como los derivados de la droga, desempleo, situaciones de riesgo para jóvenes y niños, e incluso la difícil convivencia entre payos y gitanos.
Ludoteca, guardería, taller de confección, tercera edad, educación de calle, escuela de padres, acompañamiento y acogida, recogida y reciclado… Estas propuestas, desarrolladas durante un buen puñado de años, han ido acompañadas de distintas denuncias permanentes sobre la difícil situación que viven.
Entre estas iniciativas está «Algo Nuevo», empresa de economía social en la actividad de catering, que permite no sólo responder a la necesidad de empleo, sino también asegurar el seguimiento y formación de las personas que prestan sus servicios en la empresa (empleo tutelado), así, a lo largo de estos años ha dado trabajo a minusválidos físicos, personas de etnia gitana, inmigrantes, mujeres con cargas familiares…, que en muchos casos han pasado ya al mercado laboral.
Este sacerdote, capellán en la cárcel de Topas, trabaja convencido de la reinserción hasta en su domicilio en el barrio. En la casa del cura se puede encontrar conviviendo a una docena de personas, de historias distintas y difíciles que buscan una segunda oportunidad. Una casa remodelada para dar cabida a muchas personas más de para las que fue construida. Pero aún hay poco espacio. De Tapia, junto con los miembros de la parroquia, se está planteando ampliar en los locales parroquiales el espacio de acogida, «ya que el templo se queda demasiado grande para la treintena de personas que asisten al mismo los domingos, y probablemente nuestra realidad actual nos exige darle más importancia a la experiencia de la acogida a los más excluidos que al propio culto», puntualiza. Rosa, Pedro, Mamadou o Sasho son algunos de los usuarios de este hogar y todos coinciden que sin el apoyo de Emiliano de Tapia, al que muchos consideran su única familia, seguramente lo más sórdido de la sociedad les hubiera tragado de nuevo. Por ello, presidiendo el salón comedor hay un cartel que prohíbe la entrada al barrio. «Son personas que por las razones que sean tienen minada la voluntad, y salir al barrio y poder encontrarse con el narcotráfico es una tentación que tenemos que evitar», indica.
Como buen defensor a ultranza de la justicia, lucha contra el tráfico de drogas y la exclusión, este paladín, junto con sus compañeros de organización, pelea por una convivencia digna en la comunidad. Ellos ponen cuanto tienen al servicio de quienes no han tenido nunca nada, en la mayoría de los casos, las oportunidades necesarias, y su trabajo, poco agradecido, se ve amenazado por quienes encuentran negocio en los problemas del vecindario. A pesar de las amenazas, Emiliano de Tapia no varía su discurso y seguirá reivindicando más atención y efectividad por parte de las administraciones.
