El interés de los EE.UU. y de la Unión Europea no es la defensa de los derechos humanos en Libia. Es asegurar el control de un territorio que produce 1,7 millones de barriles de petróleo al día, de los cuales depende la energía de países como Italia, Portugal, Austria e Irlanda.
El caso de Iraq es ejemplar: los Estados Unidos inventaron las nunca encontradas ’armas de destrucción masiva’ de Saddam Husein para ejercer el control sobre un país que es el segundo mayor productor mundial de petróleo -2,11 millones de barriles-, sólo superado por Arabia Saudita. Y posee una reserva calculada en 115 mil millones de barriles. A esa riqueza se le suma el hecho de ocupar una posición geográfica estratégica, pues tiene fronteras con Arabia Saudita, Irán, Jordania, Kwait, Siria y Turquía.
El próximo 20 de marzo se cumplen ocho años que los EE.UU. y sus adláteres invadieron Irak con el pretexto de ‘establecer la democracia’. El gobierno de Maliki está lejos de poder ser considerado una democracia. En febrero pasado millares de iraquíes salieron a las calles para reclamar trabajo, pan, electricidad y agua potable. El ejército los reprimió brutalmente, habiendo muertos, heridos, detenciones arbitrarias y secuestro de activistas. Ninguna potencia mundial reclamó en favor de los derechos humanos ni sugirió a Maliki que respondiera ante tribunales internacionales.
La ONU es hoy, lamentablemente, una institución desacreditada. Los EE.UU. la utilizan para aprobar resoluciones que justifiquen su papel de policía global al servicio de un sistema injusto y excluyente. Cuando la ONU aprueba resoluciones que contrarían a la Casa Blanca -como la condena del bloqueo a Cuba y la opresión de los palestinos- ella sencillamente hace oídos sordos.
Gadafi está en el poder desde 1969. Son 42 años de dictadura. ¿Por qué los EE.UU. y la Unión Europea nunca hablaron de quitarlo? Porque, a pesar de sus atentados terroristas, era conveniente mantener allí a un déspota que atraía inversiones extranjeras e impedía que llegasen a Europa los inmigrantes ilegales del África subsahariana, o sea todos los países al sur del desierto del Sahara.
Ahora que el pueblo libio clama por la libertad los EE.UU. ocupan posiciones estratégicas en el Mediterráneo. Barcos anfibios, aviones y helicópteros son transportados por los barcos de guerra US Ponce y US Kearsarge. La Unión Europea, a su vez, no está preocupada por la democracia en Libia sino por evitar que miles de refugiados desembarquen en sus países deteriorados por la crisis financiera.
Temen también que la onda libertaria que asola a los países árabes, productores de petróleo, suban el precio del producto, recargando más a las potencias occidentales, que luchan con dificultad para vencer la crisis del sistema capitalista.
Se habla de establecer una ‘zona de exclusión aérea’ en Libia. Eso significa bombardear los aeropuertos del país y todos los aviones allí estacionados. Y exige el envío de portaviones a las costas africanas. En suma, un nuevo frente de guerra.
El hecho es que la Casa Blanca fue sorprendida por el movimiento libertario en el mundo árabe y, ahora, no sabe cómo proceder. Era más cómodo seguir siendo cómplice de los regímenes autoritarios a cambio de las fuentes de energía, como gas y petróleo. ¿Pero cómo oponerse al clamor por la democracia y evitar el peligro de que el gobierno de dichos países pueda caer en manos de fundamentalistas?
Gadafi llegó al poder con amplio apoyo popular al derribar el régimen tiránico del rey Idris, en 1969. Mordido por la mosca azul, con el tiempo olvidó todas las promesas libertarias que había hecho. En 1974, valiéndose de la recesión mundial, expulsó a las empresas occidentales, expropió propiedades y promovió una serie de reformas progresistas que hicieron mejorar la calidad de vida del pueblo libio.
Asociada a la Unión Soviética, a partir de 1993 Gadafi dio la bienvenida a las inversiones extranjeras. Tras la caída de Saddam, temiendo ser el siguiente de la lista, firmó acuerdos para erradicar las armas de destrucción masiva e indemnizó a las víctimas de sus atentados terroristas. Se erigió en un perseguidor feroz de Osama Bin Laden. Pidió ingresar al FMI, creó zonas especiales de libre comercio, abrió el país a las transnacionales del petróleo y eliminó los subsidios a los productos alimenticios de primera necesidad. Inició el proceso de privatización de la economía, lo que hizo aumentar el desempleo a cerca del 30% y agravarse la desigualdad social.
Gadafi mereció elogios de Tony Blair, de Berlusconi, de Sarkozy y de Zapatero. Igual que a Occidente, le desagradó la expulsión de los gobiernos tiránicos de Túnez y Egipto. Ahora dispara contra un pueblo desarmado que aspira a sacarle del poder.
Para las potencias occidentales Gadafi se convirtió en una carta rebelde de la baraja. El problema ahora es cómo echarlo del poder sin abrir un nuevo frente de guerra y convertir a Libia en un ‘protectorado’ bajo control de la Casa Blanca. Si Gadafi se resiste, Bin Laden puede ganar más de un aliado o, al menos, tener uno más en materia de amenazas terroristas.
El discurso de Occidente es la democracia. El interés, el petróleo. Y para el capitalismo sólo eso interesa: privatizar las fuentes de riqueza. En cuanto a la lógica de que el capital predomine sobre la libertad, Occidente nunca conocerá verdaderas democracias, aquellas en las que la mayoría del pueblo decide los destinos de la nación.
