No acto gardamos 4 minutos de silencio en lembranza destas mortes e leuse un manifesto no que entre outras reclamacións pedíase a construción inmediata do albergue e a toma de medidas para acabar co problemas das persoas que malviven nas rúas, como serían a apertura dun portelo único municipal para atender aos sen teito, a construción de vivendas sociais en aluguer para estes colectivos, etc.
Neste acto ademais fomos convocados para o día 18 de febreiro "abrazar" o edificio da "Gota de Leche", xa vos contaremos.

O pasado día 5 de xaneiro no Centro Cívico do Casco Vello, desenvolvemos unha actividade con persoas do Programa “Sereos” Casco Vello, na que un rei mago acompañounos na entrega de alimentos doados polos alumnos e alumnas do colexio Apóstol Santiago-Xesuitas. Neste encontro fixemos fotos xunto ao rei, cantamos e ata alguén atreveuse a saír a bailar por soleares; gozamos da frescura dun cántico moi especial de Eduardo, quen amosando a súa alegría, a pleno pulmón e tocando palmas dedicounos a todos unha fermosa cantiga. !Quen nos ía dicir que pouco tempo despois Eduardo diríanos adeus para sempre e que o seu fráxil corpo, enfermo, se atoparía morto, xusto aquí, onde hoxe xuntámonos! Conservamos a súa foto co rei e os sons da súa fermosa cantiga.
Pero no mes de xaneiro non so deixounos Eduardo, tamén se foron José, Eugenio e Tomasa e en febreiro Susana. Os cinco eran persoas que vivían na rúa, sen teito, desprotexidos do frío, sentindo a inseguridade de como sería o día seguinte. Todas son mortes prematuras nunhas circunstancias de moita soidade, enfermidade e inseguridade. É probable que o frío desas noites e días aceleraran o seu proceso cara a morte.
Un dos dramas mais doloroso, incapacitador e inxusto que ten actualmente a humanidade é o fenómeno do “sin-hogarismo”, ou o que é igual “as persoas sen teito”. Estamos a falar das persoas que viven sen auga, sen luz, sen cociña, sen váter, sen cama, as que exhaustas, enfermas, excluídas, vítimas de violencia, que deambulan pola cidade todo o día sen descanso e cando anoitece agóchanse nunha choupana, caixeiro, coche abandonado; as que saben que sen teito non hai saúde, non hai traballo, non hai futuro, porque é ben certo que neste primeiro mundo existe un cuarto mundo, onde sabemos que o vivir sen teito mata. Se a esperanza de vida da poboación en xeral achégase aos 70 anos, nas persoas excluídas, sen teito, é de 48 anos.
Produce unha profunda desesperación ver que os gobernos, os estados , institucións e o capitalismo deshumanizado, defendan un poder económico e político blindado e en mans duns poucos e producindo unha desigualdade total no reparto da riqueza.
Aquí e agora, na cidade que se da en chamar: o motor económico da Galiza; onde as institucións asignan presupostos multimillonarios para intervencións urbanísticas moi complexas e custosas, están a discutir, dubidar, facer cambios, non cumprir prazos, na posta en marcha do tan necesario albergue de titularidade pública na nosa cidade ou crear vivendas de titulación publica en réxime de alugamento para acoller as persoas que en Vigo sobreviven sen teito,… cando a ministra e a conselleira de vivenda e solo saben que polos plans de vivenda estatal e autonómico de promoción pública quedan excluídas as persoas perceptoras de RISGA, PNCs, ingresos cero, traballadores con traballos eventuais e toda persoa que non poda garantir o acceso a unha hipoteca bancaria e ós avales correspondentes.
Na cidade de Vigo é claramente insuficiente a oferta de camas asistenciais e para trocar esta realidade propomos:
a) Un observatorio municipal que cuantifique cantas e en que condicións viven as persoas sen teito.
b) Que os profesionais que traballan con estas persoas notifiquen con urxencia esta grave situación ao observatorio municipal.
c) Que as persoas sen teito sexan atendidas con protocolos de intervención inmediata como nas urxencias sanitarias.
d) Que exista unha ventanilla única coa mínima burocracia posible.
e) Que o 25% das vivendas sociais no ámbito municipal sexan reservadas para as persoas sen teito en réxime de alugamento con prezos alcanzables a súa situación persoal.
f) Que se poña en marcha o albergue- centro de emerxencia social de carácter institucional no edificio Hogar San Pelayo “Gota de Leche” no primeiro trimestre deste ano, que a reforma se converta nun proxecto con suficientes orzamentos como obra prioritaria e urxente e non seguir nesta dinámica de facelo por fases, centro de calidade e axeitado as necesidades reais, sendo a creación do servicio de camas unha prioridade, a mais urxente. Se houbera vontade institucional, a reforma destas instalacións podería estar rematadas nun mes, como se fai con outras obras con repercusión mediática e rentable en votos.
g) Que sexa obrigatorio centralizar a información daquelas persoas que morren nas rúas ou choupanas e as que morren en urxencias hospitalarias ou hospitalizadas procedentes de vivir na rúa.
h) Que mentres non existan estes medios, se paguen pensións, hostais, ás persoas sen teito, especialmente ás mais gravemente enfermas.
O “sin-hogarismo” foi perante moitos anos invisíbel, non rentable en termos electorais e mesmo que existe, ademais, da violencia estrutural sobre esta poboación, algunhas veces unha violencia directa como tristemente coñecemos.
O mesmo que hai comportamentos machistas, xenófobos, racistas, hai tamén un rexeitamento mais oculto contra as persoas sen teito, que se chama “Aporofobia”.
O abade Pierre no durísimo inverno de 1954 pronunciou na radio un sentido chamamento a “ la insurrección de la bondad a favor de los sin techo”, “¡Amigos, Socorro, una mujer acaba de morir de frío esta noche! ”.
