O departamento de Benestar Social do Concello de Vigo continúa sen mostrar vontade algunha de aclarar o relativo á xestión das Axudas de Emerxencia Social (AEM) e, o que é máis preocupante, segue sen dar respostas xustas ás necesidades reais dun número crecente de persoas na nosa cidade.
Segundo recollen as propias bases, as AEM teñen como finalidade: “Apoiar a aquelas persoas, familias ou colectivos que carecen de recursos económicos para satisfacer as súas necesidades básicas en relación coa alimentación, o aloxamento ou calquera outra situación que poida supoñer un factor de marxinalidade ou risco de exclusión social”. Sen embargo, a realidade é moi distinta.
Temos constancia de que na actualidade hai persoas que levan preto de cinco meses agardando por unha AEM. Como nas bases destas axudas non se recolle expresamente o prazo máximo de resolución nin o sentido do silencio administrativo (a falla de resposta en prazo), resulta de aplicación o procedemento administrativo común que establece que as solicitudes consideraranse estimadas por silencio se non son resoltas no prazo máximo de 3 meses dende a súa presentación.
Por isto, cando menos media ducia de persoas presentaron escritos no rexistro do concello reclamando a concesión da axuda por silencio ao exceder o departamento de Benestar Social o prazo máximo de resolución, sen que polo momento obtiveran resposta algunha.
Todo indica que esta concellería quere deixar correr os tres meses que, á súa vez, ten para responder a estas reclamacións por silencio, de xeito que quede a vía xudicial como a única posible para defender os dereitos das persoas que buscan nestas axudas solucións ás súas necesidades básicas: alimentación, vivenda, recibos de luz ou auga…
En todo caso, o silencio e a inoperancia municipais resultan insultantes cando os comparamos coa práctica cotiá da xestión das AEM:
– A resolución non respecta a orde de entrada en rexistro: axudas que entraron hai un mes están resoltas, mentres que outras entregadas hai meses seguen sen resposta. E todo isto sen seguir criterio obxectivo algún e sen tomar en consideración a posible urxencia dunhas e doutras solicitudes.
– Os criterios de concesión/denegación son máis restritivos que os establecidos nas propias bases, e ademais mudan no tempo e segundo o profesional que informe: non se aproban axudas de alimentos para persoas que teñan ingresos, non se pagan recibos de auga ao ser un servizo municipal malia que xestionado por unha empresa privada, só se pagan recibos con orde de corte…
– Mesmo se dá o caso de axudas que quedan sen tramitar por non ser unha práctica habitual a xustificación por escrito da tramitación da AEM nas Unidades de Traballo Social (UTS).
– Moitas persoas teñen que agardar máis de dous meses por unha cita coa traballadora social do barrio. Tempos que se alongan no verán, con vacacións que fican sen cubrir ao igual que as numerosas baixas que padecen as profesionais por mor do “estrés continuado y mantenido en el tiempo”.
– Os servizos públicos derivan -en moitos casos- a entidades privadas ás persoas para que traten de cubrir as necesidades básicas, de xeito que a cidadanía sofre o rápido tránsito do “cutre” estado de benestar que tiñamos á caridade e asistencialismo en mans privadas.
– Hai meses o propio departamento recoñecía que non era quen de xestionar as solicitudes que entraran no rexistro e falaba, naquel momento, dun “colapso” provocado por preto de 3000 solicitudes recibidas. E o mesmo termo (“colapso”) empregaron recentemente funcionarios municipais para referirse ao estado no que se atopa o servizo de Benestar Social nun escrito que dirixiron ao alcalde.
Pero o alcalde, lonxe de recoñecer esta realidade e aportar solucións eficaces e xustas, aproveita calquera espazo para falar da fartura de cartos que o goberno municipal dedica ás políticas sociais.
O alcalde non escoita, non sabe ou non quere saber da situación de verdadeira emerxencia que están a padecer boa parte dos vigueses e viguesas, non recoñece que os cartos que nunca ten a concellería de Benestar Social si aparecen para a reforma do estadio de Balaídos1, para reactivar o auditorio Mar de Vigo2 ou para meter un barco na rotonda da Castelao3 -iso si, ben iluminadiño-.
Por todo isto, cada día temos máis claro que non están para solucionar os nosos problemas e si para acumular máis poder ou riqueza, e que necesitamos procurar alternativas en común, vivir novas relacións que no día a día axuden a parir outros modos de vivir coas persoas, pero tamén coa terra.
Por todo isto, dicimos: «A nosa dignidade por riba da vosa cobiza».
