La situación humanitaria de los haitianos que buscan refugio en la frontera con la República Dominicana empeoró en los últimos días. El grupo de Apoyo a Repatriados y Refugiados (GARR) informa que, después de la muerte de dos dominicanos por ladrones haitianos, la persecución de los refugiados ha empeorado. Solamente en los días 23 y 24 de noviembre, 347 ciudadanos/as de Haití fueron repatriados desde la frontera entre Jimaní y Malpasse, incluyendo a 107 niños, uno de ellos, con solo tres años de edad.
Según el Grupo de Apoyo [GARR], estas personas tuvieron que buscar el apoyo de la policía para escapar de la furia de los dominicanos, que buscan venganza por la muerte de sus compatriotas, y fueron enviados a su país. Informes no confirmados indican que están ocurriendo los linchamientos de haitianos. El GARR tuvo conocimiento de la muerte de cuatro personas de Grand-Bois/Cornillon y Nonnonm Sepay.
Cuatro haitianos repatriados informaron al GARR que fueron obligados a cavar una gran fosa en el cementerio, donde fueron enterrados los cadáveres de los haitianos muertos. Muchos haitianos se han resguardado dentro de sus casas o en casa de sus amigos dominicanos para huir de los ataques. Otros, ya habrían cruzado varios puntos de la frontera entre los dos países, en las zonas montañosas, para volver a casa. El GARR, facilitador en el área de Grand Bois Cornillon y miembros de las tres comisiones de derechos humanos en la zona de la frontera, afirman haber visto la llegada de más de un centenar de personas que huyeron de sus hogares.
En un comunicado, el GARR lamenta estos incidentes, que provocaron la muerte de al menos seis personas (cuatro haitianos y dos dominicanos). Además, denuncia el comportamiento de las autoridades policiales y militares dominicanas, que efectuaron la deportación de decenas de personas indefensas, que habían ido a demandar protección a la policía, sin ninguna consulta [ni aviso] con las autoridades haitianas para que fueran reubicados en Haití. «Es inconcebible que los niños de tierna edad, mujeres a punto de parir y/o amamantando, sean lanzados a la frontera en estas condiciones.
Señala la entidad que este nuevo incidente se produce en un entorno difícil, cuando los derechos de los inmigrantes haitianos y sus descendientes fueron severamente debilitados después de que las autoridades dominicanas (con el acuerdo de todos los poderes del estado), se unieron a la decisión del Tribunal Constitucional, que requiere la desnacionalización de los niños nacidos en el país de padres extranjeros, la mayoría de ellos de padres haitianos, en República Dominicana.
Algunos dominicanos y haitianos hostiles interpretan esta decisión como una forma de humillar y obligar a todos los ciudadanos haitianos a abandonar la República Dominicana.
El GARR insta a las autoridades haitianas a pedir a las autoridades dominicanas que conduzcan una investigación sobre el asesinato de dos dominicanos y haitianos en los linchamientos.
