En el mundo que queremos todas las personas viven con derechos sociales, económicos y políticos. No hay tanta desigualdad ni entre países, ni entre personas. Los estados son más transparentes y responsables y es a sus ciudadanos a quienes tienen que rendir cuentas.
En el mundo que queremos, la #RiquezaqueEmpobrece, esa riqueza que se adquiere sin respetar las reglas del juego del desarrollo humano y sostenible, y se acumula en pocas empresas y grandes fortunas detrayendo recursos que podrían dedicarse a erradicar el hambre y la pobreza, ha desaparecido.
Este bonito mundo no es un sueño, ni una utopía. Si lo queremos, si luchamos por él y lo exigimos, este mundo está al alcance de nuestra mano. Cambiemos las reglas que lo impiden.
En las últimas décadas el mundo se ha transformado radicalmente. Hay más de 82.000 empresas multinacionales con alrededor de 810.000 filiales y unos 68 millones de trabajadores desplazados para trabajar en ellas. Grandes cantidades de capital viajan de un país a otro casi de manera automática. El trabajo y el consumo se han globalizado.
Pero las leyes que deberían vigilar estos flujos y proteger a las personas están desactualizadas. El sistema fiscal internacional se ha quedado anticuado. A nivel nacional se hacen pocas políticas fiscales redistributivas de la renta y la riqueza, con lo que crece la desigualdad. Recae sobre el trabajo y el consumo un porcentaje mayor de impuestos mientras las elites presionan para evitar cambios en las reglas que les mantienen en ventaja. Las normas fiscales internacionales existentes no solo son ineficaces si no que finalmente resultan injustas.
De esta laguna legal se benefician esas personas y compañías que no son responsables social y fiscalmente, esas que generan la #RiquezaqueEmpobrece. Sus prácticas no son siempre ilegales pero sin duda son cuestionables desde el punto de vista moral. Se necesita una fuente de presión social internacional que exija a los políticos a nivel estatal e internacional que cambien estas reglas de un juego que solo está beneficiando a unos pocos y a costa de muchos.
Podemos crear un sistema en el que las empresas multinacionales paguen sus impuestos allí donde realmente obtienen los beneficios de su producción, un sistema en el que los beneficiarios últimos de estos negocios no puedan esconderse en entramados empresariales que también esconden actividades ilícitas, donde los países colaboren a nivel internacional para intercambiar información sobre las actividades de esas megaempresas que son a veces incluso más ricas que los propios estados.
Durante las últimas cumbres del G20 y el G8, hemos conseguido más avances de los que nunca habríamos pensado. No es fácil. No lo conseguiremos de la noche a la mañana, pero lo estamos haciendo y el mundo está caminando hacia un sistema fiscal internacional más justo.
Y cuando llegue el día en el que lo consigamos, los países pobres recaudarán de las multinacionales y de sus ciudadanos el dinero que necesitan para acabar con el hambre de su población, para proporcionar una educación y sanidad públicas y dignas y para ver al fin cumplidos los derechos fundamentales de la ciudadanía. Una ciudadanía que participará también y pedirá cuentas al estado alimentando una sociedad más democrática, responsable y transparente.
