A banca cooperativa funcionará plenamente en xaneiro de 2014, con formato ‘online’ e un bancario ambulante. A morosidade dos créditos á banca solidaria é 10 veces inferiores á convencional.

Para entrar directamente en materia. Que é Fiare?
Fiare comezou a traballar como axente da Banca Popolare Etica en 2006. O obxectivo era adquirir experiencia no ámbito financeiro para poder crear aquí unha banca ética en mans da cidadanía. Das experiencias que observamos a nivel europeo, a que máis nos interesou foi a de Banca Popolare Etica italiana porque era unha cooperativa de crédito legalmente constituída onde toda a base social -sen importar a cantidade de capital social achegada- tiña os mesmos dereitos: unha persoa, un voto. E este era un principio que a xente que montou aquí o proxecto compartía totalmente.
Como se creou Banca Etica (BpE) en Italia?
É similar a como se creou Fiare aquí. A partir de organizacións do terceiro sector, da economía social e solidaria que viron durante a década de 2000 a necesidade de pór en marcha unha banca ao servizo da economía social. Por estes dous motivos, polo principio dunha persoa un voto e pola súa vinculación coas entidades e asociacións, tomamos como modelo o da BpE.
Tomada a decisión, cal foi o primeiro paso práctico?
Fomos ao Banco de España e rexistrámonos como axentes de Banca Popolare Etica, cara ao 2006. Isto permitiunos empezar a abrir libretas de aforros e canalizar o capital recolleito de persoas e entidades cara ao financiamento de entidades e asociacións.
Explique ben este punto.
Neste momento só traballamos no financiamento de entidades. Entidades do terceiro sector, a economía social e a economía solidaria.
Con iso basta? Non hai máis demanda de crédito agora que as entidades convencionais están pechadas con chave á economía produtiva?
Por mor desta crise, démonos conta de que a nosa base social, que agora son unhas 4.200 persoas socias, persoas físicas ou entidades, quere máis servizos bancarios. Por tanto, a partir de 2012 aprobouse a integración das dúas entidades, Fiare e Banca Popolare Etica. O resultado é unha cooperativa de crédito de ámbito europeo. No último ano, por tanto, traballamos a nivel técnico e legal para ver como faciamos posible isto.
Que xestións concretas?
En febreiro presentamos o proxecto ao banco de Italia, que é quen debe aprobar a solicitude de integración das dúas organizacións. Durante xuño o Banco de Italia debe pronunciarse, aínda que o silencio considérase unha resolución favorable. Se isto é así, ao cabo dun mes o Banco de Italia comunicará ao Banco de España a apertura de oficinas de BpE aquí.
Como se anunciarían? Como Banca Popolare Etica ou como Fiare?
Nós somos partidarios de conservar o nome: Fiare-Banca Popolare Etica. Agora estamos a traballar a nivel técnico, resolvendo todas as cuestións sobre software, a compatibilidade dos equipos, a formación dos traballadores, a adaptación das oficinas no novo modelo e esperamos que o 1 de xaneiro de 2014 poderemos ofrecer á cidadanía servizos bancarios máis completos: mellorar a oferta de libretas de aforro e contas correntes, e financiamento para entidades.
Até agora contas correntes non faciades?
O gran cambio é o tema da conta corrente. E sobre todo mellorar a axilidade na xestión.
E o financiamento a empresas ou particulares que non sexan do terceiro sector non vola expondes?
Non. En Italia tardaron 15 anos en dar financiamento para comprar a primeira vivenda para os socios. Nós non estamos aínda neste debate.
Pero unha PEME ou unha pequena cooperativa pode pedir créditos?
Si. Nós cando recibimos unha solicitude de financiamento miramos varias cousas. En primeiro lugar vemos se son socios. Queremos reforzar as entidades membros do proxecto Fiare. En segundo lugar miramos se o proxecto se adecua aos nosos principios. Fixámonos en se se expón a transformación social, se crean postos de traballo, cales son as condicións laborais, cal é a igualdade de xénero, que tipo de provedores utilizan estas organizacións… Estes son criterios que nós utilizamos para avaliar unha proposta de financiamento. E, evidentemente, o principal criterio é se a proposta se sostén economicamente.
Ás veces financiamos Sociedades Limitadas (SL), pero son SL cunha finalidade social. Non nos fixamos tanto na forma xurídica, aínda que nos dá información, senón que nos fixamos no proxecto.
Perdoe que insista. A particulares aínda non se contempla darlles crédito?
De momento non o temos decidido. Achegóusenos a federación estatal de autónomos pero estamos a estudalo, antes de dar o paso.
Ten conciencia de que hai unha verdadeira necesidade de crédito, xa que os bancos convencionais non o dan? Notan este nicho de mercado?
É difícil facer banca neste momento. Hai que afinar moito coas garantías. Hai unha parte da economía social e solidaria que traballou moito coa administración. É un sector que deu traballo e servizos a poboación que tiña dificultades no mercado laboral. Era un traballo en colaboración coa administración. Por tanto, na medida en que a Economía social se vaia independizando da administración, debe buscar outros mecanismos de financiamento.
Como se organizará o banco en España?
A día de hoxe hai tres oficinas. Bilbao, que é a principal, Barcelona e Madrid. Banca Popolare Etica ten catro grandes áreas e Fiare será a quinta área. Nós, Fiare, temos un conselleiro no consello reitor da cooperativa. Haberá una certa autonomía, os créditos de até 250.000 euros decidiranse en Bilbao. A partir desta cifra decidirao o departamento de análise de risco. Actualmente estamos presentes en 12 comunidades autónomas. Temos unhas 200 persoas socias, voluntarias moi activas, que se encargan da sensibilización sobre finanzas éticas no territorio. Son cidadanía activa, o motor de Fiare. A nivel español Fiare supón unha achega de capital de 4.236.262 euros repartidos entre 3.654 persoas físicas e 444 entidades.
Deste conxunto que parte lle corresponde a Cataluña?
En Cataluña o capital achegado son 730.833 euros de 400 persoas físicas e 82 entidades.
E en canto a depósitos?
A nivel estatal a peche de 2012 tiñamos 33.509.869 euros e en crédito aprobado 31.271.544 euros.
E notan a crise?
Si que a notamos. Hai uns anos recolliamos unha media de 7 millóns de euros en aforro e agora recollemos só 4 millóns. En cambio aumentamos en número de libretas e de persoas. Isto supón que cada vez máis hai un cambio de conciencia entre a cidadanía, que fai unha aposta política e leva o seu diñeiro a un modelo de banca ética. Noutro caso, as cantidades de diñeiro depositadas nas libretas son inferiores.
Que relación ten con outros proxectos similares? Son coincidentes? Considéraos competencia?
Por exemplo, de Coop57 podemos dicir que somos irmáns. Forman parte da estrutura estatal de Fiare desde o inicio. Foi unha das impulsoras e está no principal órgano de goberno de Fiare. A diferenza é que nós somos banca regulada polo Banco de España. Coop57 non é banca regulada, é unha cooperativa de servizos que traballa en temas de financiamento. Coop57 non tiña nin ten o obxectivo de ofrecer máis servizos bancarios. Quería ser un instrumento moi flexible para dar resposta ao sector cooperativo. Eles están especializados en cooperativas e volumes de diñeiro moito máis pequenos que nós, e iso pactámolo entre eles e nós.
Notou máis demanda de crédito froito da crise?
Do que notamos unha alta demanda é dun produto coñecido como anticipo de subvencións. Entidades grandes que traballan na prestación de servizos sociais que hai un ano ou case dous que teñen atrasos nos pagos por parte das administracións, e de cantidades moi importantes. Este foi o produto estrela durante o ano pasado. Notamos tamén que moitas entidades pénsano moito antes de pedir un crédito. Como ven que non saben que pasará coas súas liñas de traballo tentan non pedir préstamos, por sorte son moi responsables e téntanse autoxestionar facendo recortes internos. Hai unha gran responsabilidade neste sentido!
Así, a data na que se mostra publicamente Fiare será 2014?
Cando se verá externamente será a principios de 2014. Agora estamos a traballar con servizos informáticos que nos proverán do software online. Facemos moito traballo interno.
Cal será a estrutura?
Dividimos España en tres ámbitos: o norte, o centro-sur e a mediterránea. Inicialmente traballaremos co tres oficinas. En Cataluña, a oficina será a de Barcelona e promoverase a figura do promotor financeiro ou do banqueiro ambulante. Serán persoas que irán ás sedes das entidades vinculadas para ofrecer os servizos. A idea é traballar cun modelo moi mutual, de dar servizos a nosa propia base social. Non será requisito que a persoa sexa socia para poder recibir un crédito, pero cada vez máis, e sobre todo no contexto de crise, a idea é traballar coa xente que temos dentro. E ter unha expansión moi controlada. Queremos que a xente que veña a Fiare o faga convencida, que saiban que significa unha banca ética. Non queremos meros consumidores.
A informática será entón clave?
Si, totalmente. Sabemos que de entrada custaranos achegarnos a un perfil de xente da terceira idade, pero o modelo é traballar cun bo software que permita que a xente poida facer online solicitudes de depósitos de aforro e de conta corrente por Internet.
Di que quere a un cliente moi militante. Saberá el que quizais recibirá menos polos seus depósitos? Contaranllo?
Isto xa está a pasar. De estes 33 millóns que temos en aforro, os que nolos traen o primeiro que din é que non lles interesa tanto o tipo de interese se non que se lles garanta que o seu diñeiro se utilizará correctamente. Mesmo hai un tipo de libreta que se chama libreta redes, que co tipo de interese faise unha doazón a unha lista de 15 entidades.
É a filosofía global?
Nós o que tentamos é non cobrar caro o crédito e, por tanto, con isto non podes pagar moito o aforro.
Dicía que a xente quere saber que o diñeiro se inviste correctamente. Como se pode garantir isto?
Primeiro, somos unha organización sen ánimo de lucro. Non repartimos dividendos, todo reinvístese na propia entidade. Si que cada ‘x’ anos producíronse certas revalorizacións do prezo da acción, pero isto faise de maneira extraordinaria e se se aproba en asemblea. E somos transparentes. Hai asembleas máis aló da estatal, territorializadas, polo menos dúas veces ao ano, onde as oficinas renden contas sobre que se fixo co diñeiro e en que tipo de proxectos se investiu.
Que é isto das comisións de avaliación?
Os territorios, en Valencia, en Granada, en Córdoba…, teñen comisións de avaliación social. Nós para dar crédito facémolo a partir de dous alicerces. Un é a análise técnica que di se a proposta se sostén ou non financieramente, pero logo está a comisión de valoración ético-social composta por membros da cooperativa non remunerados que examinan se o proxecto se adecua aos nosos principios. Valórano e emiten un informe que chega á persoa de análise de risco. Se o informe é positivo este acábao de avaliar e fíxanse as condicións do posible crédito.
Que ámbitos financian?
Financiamos catro grandes sectores. O primeiro, a inserción social e laboral de persoas. O segundo, proxectos vinculados co comercio xusto. O terceiro, proxectos relacionados coa sustentabilidade do territorio e, por último, propostas vinculadas con educación e cultura.
Fiare emitirá tarxetas? Terá caixeiros automáticos?
Será banca online. En principio haberá tarxeta de débito e de crédito, e poderanse retirar fondos e ingresar o seu a través da rede Servired. Nós non apostamos por un modelo con oficinas onde presencialmente poidas sacar diñeiro, porque é moi custoso. Ti ou eu poderemos ter domiciliada nosa nómina en Fiare e a través dos caixeiros poderemos sacar diñeiro.
Cal é o nivel de impagados que teñen en Fiare?
No territorio español non chega nin ao 1%. En Italia está no 1, 5%, é moi pequeno, comparado coa banca convencional.
Porque é tan pequeno?
Porque se crea unha forte relación de confianza coas entidades. Boa parte delas son sólidas e estables e cando teñen problemas financeiros o que se fai é renegociar as condicións de pago. Pero, en xeral, ningunha entidade se desmorona.
A que nivel medra actualmente?
En financiamento crecemos un 7% e en aforro un 15%
Para ser socio de Fiare que capital social mínimo débese subscribir?
300 euros por persoa física e 600 por persoa xurídica. Estes fondos son recuperables. En caso de necesidade a propia entidade recompra os títulos.
