El 15 de agosto Monseñor Romero hubiera cumplido 94 años, y su cumpleaños coincide con el revuelo que ha ocasionado el «caso jesuitas”. En esta Carta a las Iglesiaspublicamos el pronunciamiento de la UCA, cuya lectura se enriquece con las reflexiones del Padre Rodolfo Cardenal y Benjamín Cuéllar.
Ahora recordamos a Monseñor para ubicarnos bien en medio de este revuelo y actuar lo mejor posible. Monseñor sigue ofreciendo impulsos lúcidos y vigorosos para caminar hacia la verdad, practicar la justicia y tener esperanza. Son impulsos muy útiles para enfrentar el caso jesuitas, y sobre todo para sanar la lamentable situación en que vivimos.
1. Las heridas están abiertas, no cerradas
El asesinato de los jesuitas, Julia Elba y Celina es un símbolo de innumerables asesinatos en los años setenta y ochenta. En 1981 comenzó una guerra cruel entre dos ejércitos. Pero antes, en los setenta, tuvo lugar una represión despiadada y unilateral contra el pueblo por parte de la oligarquía, gobiernos, cuerpos de seguridad y escuadrones de la muerte -lo que no hay que olvidar. Prácticamente todo sigue sin ser juzgado. Los acuerdos de paz fueron necesarios para poner fin a la guerra, pero no hubo decisión ni tiempo para enfrentar la raíz del problema: la injusticia de siglos, estructural. La amnistía también fue necesaria para posibilitar un mínimo de convivencia, pero fue precipitada en el tiempo y sobre todo en su enfoque: no se buscaron seriamente caminos de reconciliación entre seres humanos. Tampoco facilitó una reparación eficaz para que los familiares de las víctimas, en su inmensa mayoría gente pobre, del pueblo, pudiera rehacer sus vidas. Y no hizo desaparecer, sino que reforzó la cultura de impunidad. Durante siglos los poderosos han sido prácticamente intocables. Y sigue siendo verdad.
El Nuevo Testamento dice que «la raíz de todos los males es la ambición del dinero”. Hoy, junto a esa ambición, en El Salvador hay que insistir en que «la impunidad” es raíz muy principal de la violencia, de la injusticia, de la mentira y de la corrupción. Y hay que insistir en la responsabilidad específica de la Corte Suprema de Justicia. Lo hacemos desde Monseñor.
No ha habido pacificación y no hay paz. Terminó el conflicto bélico, pero no la violencia masiva. Impera el homicidio. Desde hace años se cometen de 10 a 12 al día. Según noticias de prensa, en el mes de julio hubo 70 homicidios más que en julio del año pasado; en lo que va de año han sido asesinados 93 estudiantes; hace una semana se leía: «fuerte repunte de homicidios”; hoy se lee: «40 asesinados en 36 horas”. Hay avances en proyectos concretos de beneficio social y hay intentos de frenar la violencia, pero es mayor la incapacidad, la incompetencia -en ocasiones la connivencia- para ponerle fin. Y en nada facilita la tarea una muy larga tradición: ninguno de los poderes públicos ha tomado en serio la violencia y la impunidad.
Además, en su conjunto, aunque con excepciones, los partidos, los medios de comunicación, la empresa privada, la banca, no se desviven -por decirlo suavemente- por erradicar la violencia y los homicidios. Y también hay que preguntarse si se desviven por erradicarla otras fuerzas sociales importantes, las universidades e incluso las iglesias que tanto han proliferado -aunque normalmente su pecado sea de omisión.
Aducir que el enjuiciamiento de los militares puede hacer peligrar el proceso de pacificaciónes mentira manifiesta, pues no hay tal paz. Lo que hay que practicar es la honradez con lo real. Por esa razón empezamos con esta cita de Monseñor. «Los asesinatos, las torturas donde se queda tanta gente, el machetear y tirar al mar. Esto es el imperio del infierno” (1 de julio, 1979).
La pax romana, la eirene griega, el shalom de la Biblia. Además de la denuncia de la violencia actual, hoy se necesita un mínimo de análisis de lo que se entiende por «paz”, para que la palabra no sea usada, en definitiva para no enfrentar otras realidades más primigenias: la justicia y la injusticia. Veámoslo desde la visión y convicción de Monseñor.
En navidad cantamos «paz en la tierra a los hombres de buena voluntad». El evangelista Lucas escribía en griego, y para hablar de «paz” eligió la palabra eirene, que significa ausencia de violencia y de guerra. Hoy, en sentido estricto, en El Salvador ya no hay violencia bélica, pero en absoluto existe la eirene griega. Hay homicidios a millares.
Un paso más. San Lucas usó la palabra eirene, pero al hablar de «paz” lo que tenía en mente era el shalom de la Biblia: la vida en común de los seres humanos, basada en la justicia y la verdad, en la solidaridad y la reconciliación. En ella los pobres y las víctimas llegan a tener, de verdad, carta de ciudadanía. Y en ella la paz fructifica en fraternidad y gozo. Isaías lo dijo en una fórmula densa: «la paz es fruto de la justicia”, en lo que insistió Pablo VI. Y Monseñor lo dijo en la homilía del 31 de diciembre de 1977: «una paz que se construye en la justicia, en el amor y en la bondad”. El salmo lo formula bellamente: «la paz y la justicia se besan».
La paz shalom ciertamente no existe en el país, y sin tenerla presente y trabajar por ella sería simplismo invocar la paz como lo que hay que salvar por encima de todo, como suele ocurrir, interesadamente, en ámbitos políticos, y, a veces ingenuamente, en ámbitos eclesiásticos. No hay que caer en el absurdo del antiguo adagio «fiat iustitia et pereat mundus”, «que se haga justicia, aunque perezca el mundo” -lema de Fernando I de Ausburgo, emperador del Sacro Imperio Romano Germánico en el siglo XVI. Pero sin shalom no hay paz duradera ni digna de los seres humanos. Con el shalom, la justicia no hará que perezca al mundo, por el contrario, el mundo se humanizará. Sin el shalom la amnistía no produce bienes, sino que sólo encubre males. Monseñor lo vio con lucidez, aunque lo plantease no desde la perspectiva de una amnistía tras la guerra, de lo que hoy se habla, sino del díálogo para ponerle fin de lo que se hablaba en su tiempo.
«Pero ni siquiera este diálogo servirá para restablecer la paz deseada si no se da la firme voluntad de transformar las estructuras injustas de la sociedad. Sólo esa transformación será capaz de eliminar las violencias concretas, opresivas, represivas o espontáneas. De otra manera, como lo han dicho los obispos latinoamericanos, la violencia se institucionaliza y por ello sus frutos no se hacen esperar. La Iglesia cree en la paz; pero sabe muy bien que la paz no es ni la ausencia de violencia, ni se consigue con la violencia represiva. La verdadera paz sólo se logra como fruto de la justicia” (Homilía del 1 de abril, 1978).
No a la pax romana, y no a la eirene griega absolutizada. Lo de Monseñor fue el shalom, a lo que apunta importantemente la «transformación de las estructuras injustas”.
De lo que sí sabemos en el país, por desgracia, es de la pax romana, el sometimiento impotente y resignado que imponía el imperio romano a pueblos enteros, y que siempre imponen los imperios, militares y económicos a lo lago de la historia. Imperó en El Salvador, por cierto hasta que los campesinos, con estudiantes, obreros, sacerdotes, tomaron conciencia y se organizaron. Bien lo entendió Monseñor Romero, y se alegró. Aun con ambigüedades, peligros y pecados, vio que mayor era su necesidad y su potencial de construir shalom. Como creyente escribió que el crecimiento de las organizaciones populares era «un signo de los tiempos”, lugar de la voluntad y de los planes de Dios.
Por todo lo dicho, los que ahora repiten «paz, paz, paz” debieran preguntarse si no recae sobre ellos en alguna forma la recriminación de Jeremías. «No se fíen de palabras engañosas diciendo ‘Templo de Jerusalén’, ‘Templo de Jerusalén’, ‘Templo de Jerusalén’… Si realmente hacen justicia, no oprimen al forastero y la viuda, y no vierten sangre inocente en este lugar, yo me quedaré con ustedes” (Jer 7, 3-7)”. De otro modo, invocar el templo -o la paz- es autoengaño.
Otras formas de violencia actual. Hambre y emigración. Desde la firma de los acuerdos de paz ha aumentado la emigración. Configura la realidad del país, la economía ciertamente. Afecta, a veces hasta disolverla o destrozarla, a la familia. Y para muchos se convierte tristemente en su única esperanza, tabla a la que agarrarse para no hundirse, sobre todo los jóvenes. El capital, inmisericorde, sigue avasallando a las mayorías, y produce pobreza, «muerte lenta” se la llamaba en tiempos de lenguaje recio. No pone fin a la desnutrición ni al hambre, y los pobres no encuentran más solución que marcharse. En sí misma la emigración está llena de crueldades.
Monseñor lo denunciaría. Y hoy denunciaría con gran fuerza y repetidamente el hambre en Somalia, a sus responsables directos y a la llamada comunidad internacional. No tiene voluntad política, es decir, no tiene voluntad humana, es decir no tiene voluntad de eliminar el hambre. Más que números y palabras producen horror las fotografías de niños desnutridos y moribundos y de sus madres desesperadas o impávidas, sin energía siquiera para la queja y la protesta. La hambruna se ha ido cobrando la vida de decenas de miles de niños, y otras decenas de miles están en inminente riesgo de muerte. Andrew Edwards, portavoz del Alto Comisionado de Naciones Unidas para los Refugiados, prohíbe ni siquiera un optimismo moderado: «No cometamos el error de creer que lo peor ha pasado. Esta crisis continúa con desplazamientos masivos, riesgo de propagación de enfermedades, hacinamiento en los campamentos y situaciones que superan a los trabajadores humanitarios en el terreno”. A la hora de la verdad, Somalia desaparece. ¿Ha estado centralmente presente en Madrid? Hoy el Padre Ellacuría hablaría de Somalia y repetiría sus conocidas metáforas. Somalia es como un espejo invertido en el que el primer mundo se ve en su verdad. Son las heces que aparecen en el coproanálisis de ese primer mundo.
Otras heridas sin cerrar. La desidia de muchas instituciones para detener la muerte rápida de la violencia y la muerte lenta del hambre, sea cuales fueren las buenas intenciones de individuos. La ceguera ante lo evidente, promovida por los poderosos en connivencia con los medios de comunicación, con excepciones notables, a veces audaces.La tergiversación inicua de que son objeto las víctimas. En los setenta y ochenta se llamó terroristas, o cómplices de terroristas, a campesinos inocentes e indefensos de las masacres del Sumpul y del Mozote. De Monseñor se dijo que «ha vendido su alma al diablo”. Hasta obispo hubo que, ante Juan Pablo II, dijo que Monseñor -muerto él, inocente e indefensamente- había sido responsable de 70.000 muertos. En estos días del «caso jesuitas”, recordemos que en vida fueron acusados de ser responsables de terrorismo. Y a quienes según serios indicios y testimonios fueron sus victimarios, hoy se les hace pasar por víctimas.
El desprecio a los familiares de las víctimas y la burla de su dolor. Los familiares siguen exigiendo que se juzgue a los militares. Lo hacen junto a miles de nombres de víctimas en el Monumento a la Memoria histórica en el parque Cuscatlán, con la leyenda Verdad, Justicia, Reparación. También familiares de los militares acusados han protestado ante la embajada española. Sufren, y están en su derecho de protestar. Pero no sufren el desprecio que sufren los pobres.
Y la inutilidad de decir la verdad y de argumentar con ella, como lo muestran los artículos anteriores.
2. Monseñor Romero: la denuncia desde el pueblo crucificado
«Este es el pueblo crucificado”. A un pueblo así oprimido, reprimido y despreciado Monseñor Romero llamó «el divino traspasado”. E Ignacio Ellacuría, sin vacilar ni discernir, afirmó que «ese pueblo crucificado es el signo de los tiempos”. Para ambos era la presencia del siervo de Jahvé, del Hijo de Dios. Y en él irrumpe Dios. La conclusión fue «bajarlo de la cruz”, cargando nosotros con el peso de ese pueblo crucificado. Y según la locura cristiana, dejarnos cargar por él, y recibir de él salvación.
Sin caer en masoquismos, pero menos en autoengaño, Ellacuría insistió escandalosamente en que el pueblo crucificado es «siempre” el signo de los tiempos. Antes y después de los acuerdos de paz, las mayorías viven en trance de cruz. Hoy existen otros problemas en el país, y ha habido algunos avances y buenas ideas en política social. Pero es poco en comparación de lo que hemos visto. El pueblo sigue oprimido, maltratado y zaherido. Sin mirarlo cara a cara no se puede conocer la realidad de nuestro mundo ni creer en el Dios que se hace presente en él.
Las raíces de esas cruces. Monseñor denunció, pero es importante recalcar que también analizó las raíces de esas cruces Y empezó por la riqueza. «Yo denuncio, sobre todo, la absolutización de la riqueza, este es el gran mal de El Salvador: la riqueza, la propiedad privada, como un absoluto intocable”. Es raíz de muchos males: «¡Ay del que toque ese alambre de alta tensión! Se quema” (12 de agosto, 1979). Y es principio de degradación social: «el robar se va haciendo ambiente, y al que no roba se le llama tonto” (18 de marzo, 1979). Denunció la falsedad: estamos «en un mundo de mentiras”, y la degradación que produce: «nadie cree ya en nada.” (18 de marzo, 1979). Denunció el desprecio al pueblo: «se juega con los pueblos, se juega con las votaciones, se juega con la dignidad de los hombres” (11 de marzo, 1979). Visto todo en su conjunto, sentenció: «es triste la situación” (24 de junio, 1979). «Esto es el imperio de infierno”.
El pathos-pasión con lucidez y libertad- de Monseñor al analizar la realidad sigue siendo necesario. No es fácil que aparezca otro Monseñor, pero hay que llorar su pérdida y no pactar con su ausencia y no instalarse en lo política o eclesiásticamente correcto. Hay que ir a la raíz, y por eso el pathos de Monseñor fue poderoso. Denunció el ejercicio corrupto en todos los ámbitos de la sociedad, pero lo hizo siempre en el contexto fundamental, que, como cristiano, lo expresó desde Dios: ”La sangre, la muerte, tocan el corazón mismo de Dios” (16 de marzo, 1980).. Es la abominación radical.
La Corte Suprema de Justicia. Mucho de lo que hemos dicho ha vuelto a salir a luz a propósito del «caso jesuitas”. Y por la naturaleza del asunto, también el problema de la administración de justicia. En este contexto recordemos dos cosas de Monseñor.
La primera es que la administración de justicia con frecuencia no tiene nada, o poco, de imparcial, como la mujer de ojos vendados. En nuestro país -y en otros- suele tener los ojos abiertos para favorecer a ricos y poderosos. Monseñor lo dijo con una frase genial, escuchada a un campesino: «La ley es como la serpiente. Sólo pica al que está descalzo». La ley, su administración y su funcionamiento, debido a condicionamientos materiales e históricos -no sólo a la debilidad ética, frecuente en las personas- no solo no son imparciales, sino que históricamente son parciales en favor del poderoso y en contra del pobre -en algunos lugares más y en otros menos. Y ocurre como por necesidad, pues ese tipo de parcialidad ha llegado a convertirse en una especie de segunda naturaleza, un existencial histórico que configura la administración de justicia.
Monseñor condenó esa parcialidad en favor del poderoso, pero no exigió sólo imparcialidad, sino otra parcialidad más abarcadora y más divina. «Dios está en directo en favor del pobre”. Esta parcialidad transcendente debe configurar todo lo histórico de los humanos, el saber, el esperar, el hacer y el celebrar. Por difícil que parezca -incluso absurdo- el «espíritu” de esa parcialidad debe impregnar la «letra” de la ley y su administración. Así, pienso yo, veía Monseñor la administración de justicia, tal como surgió en el antiguo Israel. «El rey justo esperado es el que hará justicia al pobre. Sin ese rey parcial los pobres serán más fácilmente víctimas de los poderosos”.
La segunda es sobre la corte suprema de justicia. En los últimos meses la Sala de lo Constitucional generó esperanzas de una actuación autónoma y justa, al declarar anticonstitucionales diversas actuaciones de particulares, de la asamblea y del ejecutivo. Pero las esperanzas se esfumaron con el decreto 743, aprobado por la Asamblea y sancionado por el presidente del ejecutivo.
Aunque la situación no es la misma, mucho podemos aprender hoy de Monseñor Romero. El 30 de abril de 1978 habló clara y duramente contra la corte suprema de justicia. Domingos antes había denunciado en la homilía que hay «jueces que se venden” -de hecho abundaban. La Corte suprema, hipócritamente, le pidió que le proporcionase los nombres de dichos «jueces venales”. En la homilía Monseñor respondió con una precisión legal: él no había hablado de «jueces venales”, sino de «jueces que se venden”, y añadió que no era responsabilidad suya, sino de la Corte, averiguar quiénes eran dichos jueces. Pero se concentró en lo fundamental, lo que en buena medida es válido hasta el día de hoy.
«¿Qué hace la Corte Suprema de Justicia? ¿Dónde está el papel trascendental en una democracia de este poder que debía estar por encima de todos los poderes y reclamar justicia a todo aquel que la atropella? Yo creo que gran parte del malestar de nuestra patria tiene allí su clave principal, en el presidente y en todos los colaboradores de la Corte Suprema de Justicia, que con más entereza deberían exigir a las cámaras, a los juzgados, a los jueces, a todos los administradores de esta palabra sacrosanta, la justicia, que de verdad sean agentes de justicia”.
Con la Constitución en la mano, enumeró los derechos conculcados. Y concluyó:
«Esa Honorable Corte no ha remediado estas situaciones, tan contrarias a las libertades públicas y a los derechos humanos, cuya defensa constituye su más alta misión. Tenemos, pues, que los derechos fundamentales del hombre salvadoreño son pisoteados día a día, sin que ninguna institución denuncie los atropellos y proceda sincera y efectivamente a un saneamiento”.
Hoy denunciaría homicidios, desnutrición, hambre. Y recriminaría a la corte suprema de justicia que muchas víctimas y sus familiares tienen que tragar su dolor sin ser siquiera oídos. Estos días muchos han tenido la total convicción de que no habrá extradición de los militares acusados en el caso jesuitas. Y esa convicción no ha estado basada en argumentos, sino en un a priori: tienen mucho poder. Y así ha ocurrido. Y pensamos que la jerarquía no debiera adherirse precipitadamente a los dictados de la Corte, tantas veces turbios. Y cuesta creer que el obispo castrense haya celebrado en la escuela militar una misa en acción de gracias porque los militares no han sido extraditados.
3. El Monseñor creyente: Dios y esperanza
No se puede ir al fondo de Monseñor sin tener presente a su Dios y cómo su misterio nos humaniza. Baste citar estas palabras que pronunció en medio, seis semanas antes de ser asesinado, en medio de la tragedia del país:
«Ningún hombre se conoce mientras no se haya encontrado con Dios… ¡Quien me diera queridos hermanos, que el fruto de esta predicación fuese que cada uno de nosotros fuéramos a encontrarnos con Dios y que viviéramos la alegría de su majestad y de nuestra pequeñez” (10 de febrero de 1980).
Desde esa experiencia de Dios Monseñor pudo hablar con absoluta convicción de cosas de las que no se suele hablar mucho y que, sin embargo, son centrales alrededor del caso de los jesuitas: la conversión, el perdón, el dejarse perdonar, las víctimas y mártires… Y pudo hablar de esperanza , cosa que, por lo general, nadie hace hoy, ni en la sociedad ni en la Iglesia, ni en El Salvador ni en el Vaticano. Sí lo hizo Monseñor. «Regresarán los desaparecidos. La sangre derramada no será en vano”. Pensando en los sufrimientos de nuestros días, recordemos estas palabras suyas.
«Y habrá una hora en que ya no haya secuestros y habrá felicidad y podremos salir a nuestras calles y a nuestros campos sin miedo de que nos torturen y nos secuestren. ¡Vendrá ese tiempo!… Para mí, éste es el honor más grande de la misión que el Señor me ha confiado: estar manteniendo esa esperanza y esa fe en el pueblo de Dios (Homilía del 2 de septiembre, 1979)
Monseñor anunció la esperanza y sus palabras sólo pueden venir de lo alto: «Sobre estas ruinas brillará la gloria del Señor” (7 de enero, 1979). Y si alguien pregunta qué es esa gloria de. Señor, Monseñor le responde: «La gloria de Dios es la vida del pobre”. «Gloria Dei vivens pauper”.

Me parece muy importante la reflexión y el artículo del P. Sobrino y sin dudar que hay temas pendientes en El Salvador y otros países relacionados con los derechos humanos y la dignidad de las personas, de cada persona, me pregunto qué hace entre tanto la Jerarquía de la Iglesia. Nos faltan los signos, aquellos que no vienen de un poder que subyuga sino de un poder que sirve. Nos falta que el Santo Padre, en lugar de estar en Madrid o además de estar en Madrid, convoque al mundo, con su presencia en el cuerno de Africa, para que juntos emprendamos la tarea de hacernos cargo del hermano. Nos hace falta saber qué está ocurriendo con los legionarios: muchos de ellos vivieron engañados, entregando sus vidas con generosidad. Ahora son castigados por las palabras del cardenal interventor, aumentando su propio desconcierto. ¿No habrá alguna acción propiamente pastoral que clarfique a tantos que están sufriendo tan gravemente? ¿No habrá una palabra de aliento para ellos? Por el contrario, elegido el lugar y la fecha, que sí son altamente significativos, el mismo cardenal ordena a sesenta nuevos sacerdotes legionarios de diversos países en Roma y el 24 de Diciembre pasado, recibiendo, si es que la hubo, una información de los mismos que siguen a la cabeza de ese grupo. ¿Qué pasa con la Iglesia en nuestra América Latina? Hermosos documentos como el de Aparecida y luego la impresión de que los obispos, olvidando quizá, que están a la cabeza de iglesias particulares, no actúan. No generan signos suficientes de presencia de una Iglesia servidora y, sobre todo y primero, de los más pobres y excluídos, de una Iglesia que se juega, como Jesús, por tantas urgencias. Pareciera que el dicho de que los laicos les tienen miedo a los sacerdotes, éstos a los obispos y los obispos al Papa, fuera verdadero. Cada vez estamos más impedidos de pensar en voz alta. Cada vez pareciera resonar menos la palabra misma de Jesús: «No tengan miedo». Entre tanto, se van los jóvenes (y habitualmente los más inteligentes) a una pérdida de la fe, hacia la no creencia. Entre tanto, se nos van los pobres a iglesias evangélicas que, a veces los acogen de manera muy cristiana y otras los explotan cobrándoles cualquier cosa.
