En América Latina la riqueza está demasiado concentrada en manos de una minoría de la población, los más ricos. Se citan como causas principales la falta de acceso de la población a los servicios básicos, como transporte y salud; los bajos salarios; la estructura fiscal injusta (los más pobres pagan, proporcionalmente, más impuestos que los más ricos); y la precariedad del sistema educativo.
En el Brasil el nivel de escolaridad de los padres influye en un 55% sobre el nivel educativo que alcanzarán los hijos. En una casa sin libros, por ejemplo, el hábito de lectura de los hijos tiende a ser inferior al de la familia que tiene biblioteca.
En América Latina la desigualdad se ve agravada por las discriminaciones racial y sexual. Las mujeres negras e indígenas son, por lo general, más pobres. El número de personas obligadas a sobrevivir con menos de un dólar por día es dos veces mayor entre la población indígena y negra, comparada con la blanca. Y las mujeres reciben menor salario que los hombres desempeñando el mismo tipo de trabajo, además de que trabajan más horas y se dedican más a la economía informal.
Gracias a la llegada de gobiernos democráticos populares, en los últimos años el gasto público con políticas sociales alcanzó, en general, un 5% del PIB de los 18 países del continente. Del 2001 al 2007 el gasto social por habitante aumentó un 30%.
Hoy en el Brasil un 20% de las entradas de las familias proviene de programas de transferencia de dinero del poder público, como jubilaciones, Bolsa Familia y asistencia social. Según el IPEA, en 1988 esas transferencias representaban el 8.1% de la entrada familiar per capita. De ahí para acá, gracias a los programas sociales del gobierno, 21.8 millones de personas salieron de la pobreza extrema.
Esa política de transferencia de dinero ha compensado las pérdidas sufridas por la población en las décadas de 1980-1990, cuando los salarios se vieron deteriorados por la inflación y el desempleo. En 1978 apenas un 8.3% de las familias brasileñas recibían recursos gubernamentales; en el 2008 el índice subió hasta el 58.3%.
La transferencia de recursos del gobierno a la población no se da sólo en los estados más pobres. El de Rio de Janeiro ocupa el cuarto lugar entre los beneficiarios (25.5% de las familias), precedido por el Piauí (31.2%), Paraíba (27.5%) y Pernambuco (25.7%). Lo cual se explica por el hecho de que el estado fluminense alberga un gran número de ancianos, superior a la media nacional, que dependen de jubilaciones pagadas por el erario público.
Hoy día en todo el Brasil 82 millones de personas reciben pensiones del poder público. Aparentemente, el Brasil es una auténtica madre para los jubilados.
Sólo en apariencia. La Encuesta de Presupuestos Familiares del IBGE demuestra que, para los servidores públicos más ricos (con una entrada mensual superior a los US$ 5,000), las pensiones representa un 9% de sus entradas mensuales. Mientras que para las familias más pobres (con entradas de hasta US$ 450), el porcentaje de jubilaciones y pensiones de la seguridad pública sólo alcanza el 0.9%.
En el caso del INSS las jubilaciones y las pensiones representan el 15.5% del total de familias que reciben cada mes hasta US$ 450; tres veces más que el grupo de los más ricos (ganancias por arriba de US$ 5,000), cuya participación es del 5%.
El problema del sistema previsional brasileño se encuentra en el pago a los servidores públicos, especialmente de las áreas judicial, legislativa y de las fuerzas armadas, cuyos militares de alta graduación todavía siguen gozando del privilegio absurdo de poder transferir, como herencia, el beneficio a las hijas solteras.
Para Marcelo Neri, del Centro de Políticas Sociales de la Fundación Getulio Vargas, en el Brasil “el Estado esparce dinero a manos llenas. A la hora de abrir la mano a los pobres, sólo reparte monedas; pero a la hora de tocarles a los ricos, echa mano de billetes de cien. Es así una especie de beca para las clases A y B, que tienen el 18.9% de sus entradas procedentes de sus jubilaciones. El pobre necesitado debiera de ser quien más recibiera del gobierno. Mediante el actual sistema previsional promocionamos la desigualdad”.
La esperanza es que la presidenta Dilma promueva reformas estructurales, incluida la de la previsión, exonerando al 80% de la población (los más pobres) y gravando al 20% más rico, que concentra en sus manos cerca del 65% de la riqueza nacional.
