Graves ataques á Corporación Xurídica Liberdade de Colombia

Hai un par de anos unha compañeira colombiana da Corporación Xurídica Liberdade pasou pola nosa comunidade contando a historia de loita desta asociación na defensa dos dereitos humanos en Colombia e os problemas de ameazas de morte que lles estaba a custar. Agora esta situación volve a suceder e dende o Comité Óscar Romero achegannos a esta dura realidade.[nggallery id=1]

Desde el Comité Oscar Romero de Vigo, organización del Estado español defensora de los Derechos Humanos, queremos manifestar que:

Recibimos con gran preocupación noticias que hablan de la existencia de un plan para asesinar al abogado y defensor de DDHH, D. Bayron Gongora Arango en Medellín.

Según se ha sabido, en los últimos días se ha producido el pago de dinero a un grupo armado ilegal, asentado en el Barrio Campo Valdés de la ciudad de Medellín para que atente contra la vida e integridad física del abogado Bayron Ricardo Góngora Arango, integrante de la Corporación Jurídica Libertad. Según los estudios sobre bandas criminales en la ciudad de Medellín, efectivamente, en este sector existen varias de esas agrupaciones con alta capacidad de operatividad, medios y personal para perpetrar el hecho para el cual fueron “contratados”.

Con este alarmante hecho se ve incrementada la sistemática persecución de la cual es objeto la Corporación Jurídica Libertad por su trabajo en la defensa y promoción de los Derechos Humanos y de representación de víctimas de crímenes de Estado.

Es de resaltar que el Abogado Góngora Arango, ha asumido la representación de víctimas de ejecuciones extrajudiciales y ha solicitado a la Fiscalía General de la Nación investigar la conducta delictiva en la que pudieron haber incurrido los Generales Mario Montoya, del Ejército y Leonardo Gallego, de la Policía, referenciados por confesos paramilitares como los responsables de la coordinación de la fuerza pública y los paramilitares en el desarrollo de la Operación Orión, confirmándose de esta manera lo denunciado anteriormente por los habitantes de la Comuna Trece y organismos de derechos humanos.

También es importante recordar que las acciones judiciales emprendidas por la Corporación Jurídica Libertad para buscar el esclarecimiento y determinar la responsabilidad penal por las ejecuciones extrajudiciales perpetradas por integrantes del Ejercito Nacional, generaron en su momento airadas declaraciones del presidente de la república, quien pretendió banalizar esta práctica criminal y descalificar a las organizaciones no gubernamentales que han documentado cerca de 836 muertes ocasionadas bajo esta modalidad de terror estatal en los últimos siete años en el Departamento de Antioquia.

Por otro lado, a través de informes de inteligencia elaborados por el Departamento Administrativo de Seguridad (DAS) y la Regional de Inteligencia Militar del Ejército (RIME), se ha pretendido tendenciosamente asimilar la actividad que desarrolla la Corporación Jurídica Libertad y otras organizaciones sociales a labores propias de grupos alzados en armas contra el Estado.

En el propósito de criminalizar el ejercicio del derecho de defender los derechos humanos de la población, organismos de inteligencia del Estado se han valido de informantes, que a cambio de dádivas económicas y jurídicas han vertido testimonios incriminatorios en contra de abogados integrantes de la Corporación Jurídica Libertad, los mismos que han servido de fundamento para iniciar actuaciones penales en su contra, investigaciones que han sido clausuradas con resoluciones de preclusión, toda vez que con amplio acervo probatorio se han logrado desvirtuar los montajes estructurados por la fuerza pública.

Igualmente, como muestra de lo que se ha dado en llamar “inteligencia ofensiva” desplegada en contra de la Corporación Jurídica Libertad, el año pasado circuló en internet un documento apócrifo, supuestamente suscrito por abogados de la Corporación, en el cual se señalaba a varios integrantes de organizaciones sociales y populares como integrantes de facciones insurgentes, pretendiéndose con este falso pronunciamiento respaldar los temerarios informes de inteligencia de la RIME y generar confusión en las distintas expresiones defensoras de derechos humanos.

Es obvio que los señalamientos llevados a cabo por el gobierno y sus organismos de inteligencia, incrementan la situación de riesgo de los miembros de las organizaciones sociales, populares y defensoras de derechos humanos que abogan por el ejercicio legítimo de garantías fundamentales como la libertad de opinión, expresión y participación política.

Ante tan grave situación, exigimos:

Llevar a cabo una investigación exhaustiva e imparcial de los hechos antes mencionados, juzgar a sus autores y sancionarlos con penas proporcionadas a la gravedad de sus hechos.

Tomar todas las medidas tendentes a garantizar la vida e integridad física de D. Bayron R. Gónogra Arango y de todos los miembros de la Corporación Jurídica Libertad, así como la realización de su trabajo sin coacciones.

Realizar un reconocimiento público, por parte de las más altas instancias del gobierno, el ejército y la policía del encomiable trabajo realizado por los/las defensores/as de derechos humanos y más concretamente por los/las miembros de la Corporación Jurídica Libertad.
