Presentamos este artigo titulado «Pobres niños pobres» escrito por Enrique Martínez Reguera, psicólogo coruñés que leva a maior parte da súa vida ao carón desa infancia máis maltratada. Ademais esta tarefa sempre a fixo en común e dende a denuncia, o que lle levou a escribir numerosos libros: «Cachorros de nadie», «Tiempo de coraje», «Cuando los políticos mecen la cuna», etc.
Neste artigo, que xa ten varios anos, Enrique repasa como foi mudando a concepción da pobreza e a atención aos pobres nas últimas décadas e os nefastos resultados obtidos.
«Cuando la gente piensa en los pobres suele hacerlo como lo hacía en tiempos remotos: refiriéndose a la pobreza como una situación simplemente carencial. Eso, en mi opinión es un error, no porque no existan en la actualidad situaciones de extrema indigencia, sino porque de entonces acá se les han ido añadiendo nuevas y mayores penurias.
En los treinta años que llevo conviviendo y trabajando con población infantil y juvenil marginada, hemos atravesado tres etapas en las que la pobreza se nos ha ido poniendo cada vez más cuesta arriba.
Llamaré a la primera etapa, años 70, de POBREZA CARENCIAL.
Como el adjetivo indica consistía en carecer de alimento suficiente, de vivienda digna, de vestido adecuado pero esa forma de pobreza, aún siendo atroz, gozaba todavía de algunos bienes que entonces no percibíamos. Los habitantes de barriadas pobres tenían arraigo y constituían un tejido social. Gozaban de ubicación, de sentido de pertenencia y de un cierto reconocimiento de dignidad, pobre pero honrado, se decía entonces; en determinados barrios o pueblos la gente se sabía desvalida y esto les unía y solidarizaba mutuamente; la familia extensa y el vecindario conservaban conciencia de clan y diversidad suficiente como para disponer de cierta capacidad autodefensiva; e incluso de alguna cultura, marginal y anticuada, pero ancestral.
De repente, los años 80, de transición, de la caída del Estado frente al Capital, los políticos introdujeron determinadas variables que, sin aliviarnos para nada de la pobreza carencial que padecíamos, le añadieron un nuevo tropel de riesgos y penurias, hasta cambiar la condición del pobre: de ser-en-peligro a ser-peligroso. Es la etapa de la POBREZA DEGRADANTE, etapa en la que se criminaliza la pobreza, lo cual no es extraño porque en la lógica del Capital el mayor delito es la indigencia. El pobre pasó de ser lo que era, objeto de conmiseración, piedad o caridad, a ser objeto de reproche y cautela y, en consecuencia, de hostigamiento y control.
Algunas de las variables políticas que lograron esta transición a peor fueron, sobre todo, la devaluación de la mano de obra: hasta entonces la principal regla del trabajo era la proporcionalidad entre esfuerzo y beneficio; pero con el paro estructural nos hicieron resbalar del trabajo como ley de vida al trabajo como privilegio, aún siendo trabajo basura. El paro transformó al pobre esforzado, en excedente inútil.
Añadámosle otro eficaz desestabilizador social: las drogas, tras las que se agazapan los financieros y sus políticos domésticos y que obligaron a los padres a desconfiar de sus hijos y a unos vecinos a desconfiar de los otros. Las drogas también deterioraban la buena relación entre esfuerzo y beneficio.
Asediados por el paro y asediados por las drogas, infinidad de pobres se convirtieron en indeseables, peligrosos potenciales y enfermos, objeto de alarma social, dignos de cualquier desconfianza y hostigamiento preventivo.
Y criminalizada así la pobreza, todavía nos esperaba el peor de los abismos: el de su rentabilización: los pobres como nuevo yacimiento laboral, cuarto sector, los pobres como estrepitoso negocio.
Es la etapa de los años 90 y siguientes, de la POBREZA RENTABLE.
El servilismo de la clase política a la voluntad del Mercado, para sacar de todo, incluso de los indigentes, la máxima rentabilidad, nos ha hecho resbalar de una sociedad de consumo a otra de consumidores y consumidos, en la que el que más tiene termina consumiendo al que no tiene, cual de si de una cosa cualquiera se tratase: es la nueva explotación de la pobreza, la pobreza como algo muy rentable.
Pero ¿qué podrían hacer para sacar provecho del que ya nada tiene? ¿Cómo sacarle rentabilidad precisamente a los pobres? Sencillamente, suplantando su pobreza real por otra virtual, más aprovechable. Para ello han empleado diversos procedimientos. Procedimiento 1, hacer a los pobres casi invisibles, reducir su número y existencia real al número de plazas atendidas; procedimiento 2, rodearles de mediadores que desvíen los recursos que les corresponden; procedimiento 3, encubrir sus problemas carenciales con otros de diseño, virtuales, para confundirles y confundirnos sobre lo que realmente les está ocurriendo.
Os voy a aclarar el procedimiento 1, con un ejemplito muy sencillo. Según datos del Observatorio Social de la Unión Europea (que nos ofreció la Cruz Roja Española el 20 de noviembre pasado con motivo del día mundial de la infancia) en España hay 2 millones de niños que padecen pobreza severa, algo así como 22 estadios Bernabéu llenos de niños indigentes. De los que proporcionalmente 200.000 le corresponderían a la Comunidad de Madrid.
Pero ocurre que el Instituto Madrileño de Atención a la Infancia, que tiene en exclusiva el monopolio de la responsabilidad de todos los niños en situación carencial, sólo reconoce la existencia de 6.000 (que es el número de plazas que ha puesto a su disposición). ¿Y qué ocurre con los otros 194.000 desatendidos? Pues es muy sencillo: que oficialmente no existen, de momento han sido invisibilizados.
Veamos la primera consecuencia que se sigue de esto: el mencionado Instituto recibe anualmente del Estado en torno a 13 mil millones de pesetas al año, con los que deberían atender a los 200.000 muchachos indigentes (a cada familia por niño y año le corresponderían 96.000 pts.). Pero como han decidido que 194.000 no existen, pues corresponderían a cada familia dos millones por niño y año
Pero como esto no parece razonable y además es ya tópico que los pobres se lo gastan en vino, para eso se les aplica el mencionado procedimiento 2, que consiste en rodearles de mediadores, que sustituyan las ayudas directas por ayudas indirectas, cuanto más indirectas mejor, para que el dinero se vaya quedando por el camino. O sea, que además de volver invisibles a los pobres, así mismo se puedan volver invisibles los dineros que les corresponden.
También esto lo explicaré con otro ejemplito muy sencillo. Un Ayuntamiento periférico de Madrid hace un concierto con el mencionado Instituto de Atención al Menor para hacerse cargo de los muchachos problemáticos de su distrito y el Instituto se los encomienda junto con los correspondientes dineros del presupuesto menos la partecita que se queda por gastos de gestión. El Ayuntamiento a su vez se los encomienda a Cáritas con los dineros correspondientes menos la partecita que se reserva por gastos de gestión. Tampoco Cáritas como el Ayuntamiento mete a los muchachos en sus despachos sino que se los encomienda a su vez a una Institución religiosa, pasándole las correspondientes subvenciones menos la partecita que se queda por gastos de gestión. Y finalmente esa Institución abre pisos que habita con los chiquillos y se los encarga a estudiantes de psicología social y educación social, que finalmente se ocuparán de ellos a cambio de vivienda, comida y una pequeña gratificación para gastos de bolsillo.
Eso explica que según el propio Boletín Oficial de la Comunidad, más del 45%, de los 13 mil millones que podrían beneficiar a las familias en ayudas directas, se invierte en personal mediador.
Tan eficaz administración del hambre ajena ha hecho proliferar naturalmente una repentina constelación de ONGs, Fundaciones y Empresas sin afán de lucro, como Diagrama, Cicerón, Respuesta Social Siglo XXI, Grupo Norte, y así hasta el infinito; que a pesar de su bisoñez y de su desdén por el lucro podrían servir como paradigma de éxito para las empresas de gestión pública y privada: La fundación Grupo Norte, por ejemplo, que dice atender niños, pero que también engloba Forsel (trabajo temporal), Prosintel (seguridad), Limpisa (limpieza), Ibérica (servicios sociales), y Signo, pasó de disponer de 2.500 empleados en 1998 a cerca de 4.000 en el 2002; y de facturar 4.991 millones de pesetas a facturar casi el doble ese último año.
Leo y transcribo textualmente del Informe del Defensor del Pueblo, año 2001, refiriéndose al centro de internamiento El Pinar (que cuenta con 40 plazas para muchachos, sólo 30 de ellas ocupadas ese año): La plantilla constaba de 33 educadores (algunos de ellos maestros y un educador de árabe). Además también disponía de los siguientes profesionales: 4 tutores, 1 coordinador tutor, 3 coordinadores, 1 jurista, 1 psicóloga, 1 trabajadora social, 2 médicos, 2 ayudantes técnicos sanitarios, 1 maestro de taller de jardinería, 1 maestro de taller de carpintería, 1 maestro de taller de informática, 2 auxiliares de cocina, 2 cocineras y 2 personas de limpieza. O sea, 30 muchachos explicando el salario de 57 empleados.
Y eso viene a ilustrar el que según el mismo Informe, en el Pinar al Grupo Norte, el coste medio le salga por 39.000 pesetas/chico/día, o lo que es lo mismo 1.170.000 por chico al mes: más de 14 millones por chico al año: 427 millones por atender a los 30 muchachos.
Excuso decir que el chollo tiene dimensión estatal y hasta internacional, no sólo en la Comunidad de Madrid: en el centro interno Monteledo, que gestiona la Fundación Diagrama en Ourense, invirtieron 24.629 pesetas por chico/día. O sea casi 180 millones al año por los 20 chiquillos.
El centro Peñalara, concertado con la Asociación Respuesta Social Siglo XXI, funde 13 millones y medio por chico y año, es decir la módica cantidad de 136 millones, pues sólo atiende a 10 muchachos. ¿Se imaginan que a una familia pobre con cinco hijos (la mitad de prole que en el centro Peñalara) le dieran también la mitad de esos 136 millones/año?: ¿Mediadores que atienden a las familias, o niños pobres que se han vuelto el cuerno de la abundancia retribuyendo a sus ángeles custodios?
Todo un mérito de la empresa privada, que aún encima nos ha de parecer barato, puesto que si volvemos al Informe del Defensor del Pueblo, comprobaremos que en los centros Renasco (19 plazas), Altamira (20 plazas) o en El Madroño (15 plazas), todos ellos de gestión pública, sale todavía más caro: 45.000 pesetas de media, chico/día, es decir, 16.425.000 pesetas/chico al año, o lo que es lo mismo casi 246 millones y medio por 15 plazas.
De El Madroño nos dice el Defensor del Pueblo: La plantilla del centro es la siguiente: 2 personas en el equipo de dirección, 1 psicólogo, 1 trabajador social, 1 médico (asistencia diaria), 1 ayudante técnico sanitario, 1 maestro de escuela, 2 maestros de taller, 14 educadores, 11 técnicos auxiliares y el personal de servicio. Más de 34 salarios para cuidar 15 chicos.
Pero lo más desazonante es que, tras ese bulto de cifras, el propio Defensor del Pueblo se vea en la necesidad de constatar (refiriéndose a El Pinar, el de los 427 millones al año): Sobre la situación de este centro, se recibió un informe de la Fiscalía del Tribunal Superior de Justicia de Madrid, en el que se exponía que presentaba un panorama enormemente preocupante, en el que destacaban retrasos en la comunicación al Juzgado y Fiscalía de Menores de la imposición de sanciones o la interposición de recursos, malos tratos y violencia física desproporcionados por parte de los vigilantes de seguridad, que habían llegado a la inmovilización con grilletes en la cama durante toda la noche, la suspensión total de actividades educativas para todos los menores ingresados en la sección cero, continuos episodios de autolesiones por parte del grupo de menores de dicha sección, utilización generalizada de la sanción de separación de grupo. Igualmente se ponía de manifiesto la carencia de las condiciones mínimas de habitabilidad de la sección cero, sin cristales en las ventanas y con las paredes quemadas. A mal cristo mucha sangre.
Lo primero que me sorprendió cuando empecé a convivir con muchachos marginales, y de ello hace ya treinta años, fue que la Fiscalía de aquel entonces reconociese que, de los muchachos que habían pasado por el centro Sagrado Corazón de Carabanchel, más del 75 % habían terminado en la cárcel. Imaginaos un industrial que fabricara tornillos y que después de 60 años de ejercicio comprobara que de sus fábricas en vez de tornillos salían chorizos. Si no acomete una inmediata reconversión industrial, qué duda cabe que ese empresario vive de la charcutería.
Se me dirá, lo sé, que además de pobres, se trata de muchachos muy difíciles. Pero también se corre el riesgo de que estemos virtualizando, perpetuando y agravando sus problemas para poder incrementar los beneficios, puesto que a mayor gravedad, mejor se justifica el volumen y la duración del dispendio.
Y ahora es cuando he de explicar aquel procedimiento 3 que mencioné y que consistía en suplantar severos problemas carenciales por problemas de diseño, de diversa naturaleza, virtuales. Qué duda cabe que al Mercado le interesa diversificar la mercancía. Y ya he expresado mi opinión de que en esta sociedad de consumidores y consumidos, los pobres se han convertido en mercancía. Los chiquillos simplemente pobres, reclaman sencillamente atención social, pero todas las profesiones imaginables serán pocas si en vez de pobres los chiquillos son: hiperactivos, disléxicos, inadaptados, violentos callejeros, abusones sexuales, necesitados de logopeda, disruptivos, con trastornos de conducta
Y así ocurre, leo en Internet del Diario El País (19-11-02), que la Comunidad abrió en septiembre en Carabanchel 20 plazas de las que ya tiene ocupadas 11, en el centro Los Rosales gestionado por la Asociación Respuesta Social Siglo XXI, para muchachos acusados de violencia callejera. Cada plaza ocupada cuesta ¡66.221 pesetas/chico/día!, o sea más de 24 millones chico/año, y es que la peculiar diversidad de su conflicto mueve mucho más dinero y produce mayor rentabilidad. Por los 11 muchachos casi 266 millones al año.
¿Podrá extrañarnos que el último programa del gobierno ponga tanto énfasis para encerrar incluso a los rateros que reincidan cuatro veces en intentar seguir comiendo? Y además por esa vía podremos ¡ahora sí! volver a vislumbrar los 194.000 indigentes, que haberlos haylos, pero que de momento habíamos olvidado invisibilizados. Porque seleccionar a la muchachada que alimentará a tanto benefactor sin afán de lucro es tarea muy laboriosa, ardua y delicada, que obligará a engrosar informes y más informes, expedientes y más expedientes de perlas para tanto profesional angustiado de no encontrar trabajo.
Tengo un chiquillo que, aún siendo muy listo, padece su fracaso obligatorio en el colegio desde hace muchos años; pero no se nos permite buscar ninguna salida: profesores, trabajadores sociales, psicólogos primero del ámbito académico, después del Ayuntamiento, luego del Instituto del Menor, tienen clarísimo que ninguna de sus instituciones tienen nada que ver en el fracaso, y por consiguiente la responsabilidad es sólo del chico, es su problema o subjetivo o familiar. ¿Criminalización del fracaso?: se trata de individualizar la culpa, de subjetivar el conflicto. Tengo ante mí el expediente de otro chiquillo, la criatura tenía seis años y ya había pasado por decenas de servicios e innumerables profesionales. Los informes del expediente pesan un kilo. Sin embargo, los que le conocemos, sabemos que se trata de un problema carencial virtualizado de mil caprichosas maneras. Por ahí asoma mi hipótesis de que con la caída del Muro de Berlín y la concentración del Capital y la difusión de la pobreza, las clases medias habían empezado a resbalar hacia el paro y había que ofrecerles un medio de subsistencia. Y cuál mejor que integrarles en ese ejército de salvación para evitar que los pobres se empecinen en ser inútiles o, lo que peor sería, levantiscos.»
