Declaración da Comisión Permanente dos bispos sobre a guerra no leste e noreste da República Democrática do Congo, reunidos en Kinshasa, en sesión extraordinaria do 10 ao 13 de novembro de 2008.

1."Nosotros, arzobispos y obispos, miembros de la Comisión Permanente de la Conferencia Episcopal Nacional del Congo, reunidos en Kinshasa, en sesión extraordinaria del 10 al 13 de noviembre del 2008, afligidos y conmocionados por la tragedia humana en el este y noreste de la R. D. del Congo, lanzamos un grito de desesperación y protesta. En efecto, hace sólo un mes que en nuestra última Conferencia Episcopal Nacional del Congo, la CENCO, a través de su presidente, hizo una declaración sobre la reanudación de las hostilidades en el este y el noreste de la R. D. del Congo. A pesar de nuestros angustiados gritos de ayuda dirigidos tanto a nuestros gobernantes como a la comunidad internacional, la situación en esta parte de nuestro país no ha hecho más que empeorar y está tomando dimensiones insoportables, sumamente inquietantes y capaces de desestabilizar toda la región si no se hace algo urgentemente. Sí, como nos dicen hoy la Escritura: Un clamor se ha oído en la R. D. del Congo, mucho llanto y lamento: es Goma, Kiwanja, Dungu…, es la nación entera que llora a sus hijos, y no quiere consolarse, porque ya no existen (cf. Mt 2, 18). 

¿Un genocidio silencioso?

2. Vivimos un auténtico drama humanitario que, como un genocidio silencioso, se está llevando a cabo bajo los ojos de todos. Las masacres a gran escala de la población civil, el exterminio selectivo de los jóvenes, las violaciones sistemáticas llevadas a cabo como un arma de guerra, se han desencadenado de nuevo con una crueldad y una virulencia impensables contra la población local que jamás ha exigido más que una vida tranquila y digna en sus tierras. ¿Quién estará interesado en semejante drama?

3. Lo más deplorable es que estos terribles hechos ocurren bajo la mirada impasible de quienes han recibido el mandato de mantener la paz y proteger a la población civil. Nuestros mismos gobernantes se muestran impotentes ante la amplitud de la situación, y dan la impresión de no estar a la altura de los desafíos de la paz, de la defensa de la población congoleña y de la integridad del territorio nacional. La entera clase política no parece comprender la dimensión de su responsabilidad ante este drama que corre el peligro de hipotecar el futuro de la nación.

Recursos naturales y plan de balcanización: eje de la guerra

4. Es evidente que los recursos naturales de la R. D. de Congo alimentan la avidez de ciertas potencias y no son ajenos a la violencia que se impone a la población. En efecto, todos los conflictos se producen en las rutas económicas y en torno a los yacimientos de minerales. ¿Cómo se puede entender que los diferentes acuerdos sean violados sin ninguna presión eficaz para obligar a sus signatarios a respetarlos? Las distintas conferencias y reuniones para resolver esta crisis no han abordado todavía los temas de fondo y no han hecho otra cosa que postergar y defraudar las aspiraciones legítimas de paz y justicia de nuestro pueblo. Además, el plan de balcanización que no cesamos de denunciar se está llevando a cabo a por personas interpuestas. Se tiene la impresión de una gran conspiración que permanece escondida. La grandeza de la R.D. del Congo y sus numerosas riquezas no deben servir de pretexto para hacer de ella una jungla. Pedimos al pueblo congoleño que no ceda jamás a las veleidades de quienes quieren la balcanización de su territorio nacional. Les recomendamos que jamás firmen una revisión de las fronteras establecidas a nivel internacional y reconocidas por la Conferencia de Berlín y los acuerdos posteriores.

5. – Condenamos con vehemencia esta manera innoble de considerar la guerra como medio para resolver los problemas y acceder al poder. El orden constitucional emanado de las elecciones democráticas en nuestro país debe ser mantenido.

– Denunciamos todos los crímenes cometidos contra ciudadanos pacíficos y desaprobamos de la manera más absoluta toda agresión al territorio nacional. 

– Denunciamos el dejadez con que la comunidad internacional trata los problemas de la agresión de la que nuestro país es víctima. 

¿Qué pedimos?

6. Pedimos el cese inmediato de las hostilidades y que se garanticen las condiciones de seguridad para el regreso de todos los desplazados a sus tierras.

7. Con la máxima urgencia apelamos a la solidaridad nacional e internacional para que se aumente la ayuda humanitaria en favor de los miles de hombres, mujeres y niños amontonados en los campamentos.

8. Invitamos a toda la población congoleña a un despertar nacional para vivir como hermanos y hermanas, en solidaridad y cohesión nacional, para que la R. D. del Congo no se deje llevar hacia la violencia y las divisiones.

9. Exhortamos al gobierno congoleño a hacer todos los esfuerzos necesarios para restablecer la paz en toda la extensión del territorio nacional. Es el sagrado deber de nuestros gobernantes ejercer sus funciones de gobierno para proteger al pueblo y garantizar la seguridad de las fronteras. Nadie ignora que la falta de un ejército republicano es perjudicial para la paz en el país.

10. Pedimos a la comunidad internacional que se empeñe sinceramente en hacer respetar el derecho internacional. Consideramos imperiosa la necesidad de enviar una fuerza de pacificación y de estabilización para restablecer los derechos en nuestro país. Todo el mundo ganará más un Congo en paz, que con un Congo en guerra. 

Compromiso de la Iglesia

11. Solidaria con los sufrimientos de su pueblo, la Iglesia-familia de Dios que se encuentra en la R. D. del Congo se compromete a acompañar a sus hijos e hijas por el camino de la reconciliación y de la paz. Expresa su reconocimiento a Su Santidad Benedicto XVI por su atención al drama de la R. D. del Congo, por sus repetidos llamados a todos a fin de que busquen una solución pacífica y por la ayuda financiera que él mismo acaba de dar para brindar alivio a la gente desplazada.

12. Pueda el Señor, que oró durante horas en el huerto de Getsemaní y que sintió como propios  los sufrimientos infligidos e impuestos a los miembros de su cuerpo (cf. Mt 25, 31-46), velar con nosotros y sostenernos frente al drama que sufre nuestro país.

Que la Santísima Virgen María, Reina de la paz, obtenga la paz para nuestra querida patria.
