Se botamos unha ollada a todas as políticas e plans urbanísticos destes últimos 20 anos referidos á zona vella de Vigo, podemos observar que todos eles están orientados basicamente á remodelación e rehabilitación de edificios, así como a embelecer rúas e prazas co fin de dinamizar a zona en termos económicos e comerciais.
Este proceso de reforma, rehabilitación e planificación da zona vella comezou a mediados dos anos 90 ‒despois de décadas de abandono do barrio por parte das institucións‒, coa posta en marcha do plan europeo urban, orientado á reforma e rehabilitación de barrios deteriorados e en risco de exclusión social. Este plan repercutiu na zona vella de Vigo coa rehabilitación de edificios patrimoniais e singulares e coa dotación dalgunhas infraestruturas culturais.
Posteriormente, no ano 2005, creouse o Consorcio do Casco Vello que pretende dinamizar, dende entón, a zona a través da rehabilitación de edificios para vivenda, coa opción de compra e aluguer, e da reforma de locais comerciais. Coa creación do consorcio perséguese unha reforma integral do barrio a fin de que resulte atractivo o investimento de axentes privados que queiran habitar e/ou montar o seu negocio nas diferentes áreas da zona vella de Vigo. De feito, calquera negocio que se queira estabelecer nos locais rehabilitados polo consorcio, ten que pasar o visto e prace deste organismo, de tal xeito que encaixe no modelo de barrio que queren proxectar seguindo as estratexias neoliberais de planificación urbana, o cal, amosa o seu único interese empresarial no barrio.
Tendo en conta a centralidade que ocupa a zona vella na cidade de Vigo e a súa situación a carón do porto de transatlánticos, toda a área constitúe unha fonte enorme de turistas e de recursos económicos dos cales queren aproveitarse para a xeración de riqueza, tanto por parte do Concello como dos comerciantes da zona, vendo, unha vez máis, só polos seus propios intereses.
Pero que pasa con todos os grupos sociais que non encaixan neste modelo de barrio que queren impoñernos? O resultado é un proceso de xentrificación que provoca a expulsión e a exclusión de todos aqueles sectores poboacionais que até entón habitaban ou facían uso do barrio, sectores que non teñen a capacidade económica para consumir, vivir ou facer uso deste novo modelo de barrio que están a planificar dende as institucións.
Non hai que esquecer que o Consorcio do Casco Vello está constituído nun 10% polo Concello de Vigo e nun 90% pola Xunta de Galicia, polo que son estas mesmas institucións as responsábeis de expulsar a certos sectores da poboación cara a outras zonas da cidade ‒lonxe dos turistas e do resto da cidadanía que vai consumir no barrio‒, aumentando así a súa exclusión e estigmatización social. É dicir, aos ollos das institucións e dos comerciantes, estes sectores sociais constitúen unha molestia e estorbo, motivo polo que toman as medidas necesarias para desprazalos a outras zonas urbanas.
Estes sectores poboacionais do barrio son, principalmente, a comunidade xitana, as prostitutas, as persoas drogodependentes e os “sen teito” que, dentro destas estratexias de dinamización comercial do barrio, son afastados mediante decisións municipais. A expulsión tamén afecta a outros sectores que habitan o barrio que non dispoñen da capacidade económica para arranxar anos e anos de abandono dos edificios, situación derivada tamén da ausencia de servizos sociais básicos. En consecuencia, paulatinamente víronse e vense obrigados a mudarse a outras zonas da cidade en busca de maiores comodidades.
E é precisamente este lavado de imaxe a causa directa do peche do local da rúa Elduayen onde se estaba a desenvolver o programa Sereos. Dende o Concello xustificouse este peche co pretexto dos “recortes de axuda da Xunta”[1]. Nun primeiro momento aludiuse unha suposta falta de orzamento facendo, a partires dun drama social, un xogo político localista con fins partidistas, botándolle coma sempre a culpa de todos os males da cidade ao goberno do PP da Xunta[2].
Porén, a realidade é que a decisión final do cesamento do programa Sereos, na súa antiga sede da rúa Elduayen, corresponde directamente ao goberno municipal. O consistorio municipal actuou en función dos seus intereses políticos e as esixencias das asociacións de comerciantes, hostaleiros e parte da veciñanza que non querían que se desenvolvese o programa Sereos nesta zona céntrica, diante dos seus comercios, pola presenza de “numerosos indixentes conflitivos” e pola imaxe que se estaba a dar da cidade Vigo[3]. Así, aplaudiron a decisión municipal de trasladar Sereos a unha unidade móbil preto do actual albergue na rúa de Marqués de Valterra.
O traslado, a comezos do mes de agosto ‒cando o curso político estaba xa rematando e durante o paro vacacional propio do verán‒, supuxo a perda de eficiencia, calidade e confort do programa Sereos por falta dunhas instalacións fixas; problemas que se acrecentaron no outono e inverno, debido ao frío e á choiva. A decisión deste traslado provocou, ademais, a exclusión social e a estigmatización de todas as persoas usuarias que foron desprazadas a unha zona máis degradada e menos visíbel da cidade, en condicións máis precarias e perdendo calidade na atención das súas necesidades.
Despois dun outono de debate político no Concello, entre os diferentes partidos políticos ‒unha vez máis facendo xogo político a partir dun drama social‒, sobre o emprazamento e a necesidade de fixar un local permanente, o propio alcalde, nun momento de alarde de populismo, declarou o pasado 15 de xaneiro que xa existía unha sede na rúa Jacinto Benavente, moi preto do albergue de Marqués de Valterra[4], para levar a cabo o programa Sereos. De feito, nos medios locais se informaba de que o edificio destinado a sede, situado no nº 27 da referida rúa, xa estaba alugado e que nunhas semanas comezaría a ofrecer o servizo e atendería as persoas sen recursos[5].
A sorpresa foi que, ao día seguinte pola tarde, o programa Sereos ficaba de novo sen sede, debido a que a propietaria do inmóbel escollido asinara, a última hora, un contrato de venda cunha compradora[6]. Curioso resulta que todas estas medidas ‒rápidas e mal feitas‒ de asignación dunha nova sede se produciran xusto nos días nos que estaba convocada unha concentración diante do Concello para esixir a reapertura do local da rúa Elduayen[7]. Tamén destacan as escusas dadas nun primeiro momento, ao afirmar que o peche do local se debía á falta de orzamento, pois agora tiñan a intención de alugar e reformar un novo edificio, cos custos que iso ocasiona.
Polo tanto, enténdese que a decisión de pechar o local responde a unha estratexia de lavado de imaxe do barrio, onde institucións e comerciantes acordan decisións conxuntas nas que se lle dá máis importancia aos asuntos económicos e políticos que aos asuntos sociais, primando os seus beneficios económicos e carreiras políticas antes de asumir unha realidade social presente nas nosas rúas; realidade que queren excluír trasladando a estas comunidades afectadas a zonas degradadas e afastadas do centro da cidade. Deste xeito, os diversos colectivos sociais da cidade de Vigo esixen a reapertura da sede na rúa Elduayen, xa que o local está listo e habilitado para dar atención a todas as persoas usuarias, tal como estaba a desenvolver a súa actividade antes do mes de agosto.
