Nesta fin de semana moitas das acampadas están a ser desmanteladas dando paso a unha nova etapa do movemento dos indignados. Neste artigo analizan Esther Vivas e Josep Atentas o seu posible futuro.
Han pasado ya casi cuatro semanas. Cuatro semanas que han cambiado el paisaje político social del conjunto del Estado español con la irrupción de un movimiento que nadie esperaba y que tiene en su haber las victorias políticas frente a la Junta Electoral primero y frente al intento de desalojo en Barcelona después. Y, sobretodo, el haber puesto fin a la pasividad resignada ante los ataques contra los derechos sociales.
Tras intensos días de activismo, el cansancio y al agotamiento hacen mella en las acampadas. Las dificultades de gestión de muchas de ellas son también notorias. El tiempo de las acampadas se agota.
Acampadas y ocupaciones de plazas no son un fin en sí mismas. Han actuado simultáneamente como referente simbólico y base de operaciones, de palanca para propulsar movilizaciones futuras, y de altavoz para amplificar las presentes. Levantarse todavía desde una posición de fuerza, marcando los tempos, y no entrar en un espiral de declive, como el que ya se asoma en los últimos días, es el paso a dar ahora. Y el que están tomando ya, con dificultades, muchas acampadas.
El reto es saber gestionar el éxito, pasar a una siguiente fase y utilizar la energía y empuje de las acampadas para seguir avanzando. De las acampadas y ocupaciones de plazas sale un calendario de movilizaciones inmediato, que debería servir para, simultáneamente, culminar con éxito la fase abierta el 15M y marcar la entrada en la siguiente, y empezar a desplazar el centro de gravedad del movimiento.
Primero, están las movilizaciones acontecidas este sábado 11 de junio en muchas localidades ante la constitución de los nuevos ayuntamientos, en la línea de la concentración, duramente reprimida, ante las Cortes valencianas el pasado día 9 durante la sesión de inicio de la legislatura y la investidura del nuevo gobierno autonómico derechista.
En segundo lugar, las movilizaciones ante las sedes de varias instituciones contra las políticas de recortes sociales, en la estela de las concentraciones del paso 8 de junio ante el Congreso de los Diputados en Madrid contra la reforma de la negociación colectiva y el viernes 10 ante la sede del Ministerio de Trabajo. Entre las convocatorias previstas, la del 14 y 15 de junio ante el Parlament de Catalunya para organizar una acampada, concentración y bloqueo del Parlament reviste de una importancia especial. Una buena movilización el día en que el pleno del Parlament empieza a discutir los presupuestos puede ser un momento clave en las luchas contra los recortes sociales que desde hace meses han protagonizado en Catalunya, sobretodo, el sector de la sanidad y, también, educación. Y una referencia para futuras movilizaciones en otras comunidades autónomas, cuando éstas empiecen también a anunciar medidas de recorte a partir del próximo otoño.
En tercer lugar, es necesario preparar la jornada de manifestaciones del 19 de junio (19J) en todo el Estado español, cuyo lema genérico propuesto desde la acampada de Barcelona es “La calle es nuestra. No pagaremos su crisis”, que debería servir para traducir en movilización en la calle las simpatías que han despertado las acampadas y ocupaciones y reforzar la dimensión de masas del movimiento. El reto del 19J es poder mostrar la ampliación política y social del movimiento respecto a la jornada del 15 de mayo.
Más allá de las movilizaciones inmediatas para la próxima semana, hay que ir fijando una hoja de ruta para la siguiente etapa. Es necesario también poder dibujar un listado de reivindicaciones básicas que combinen un discurso general de crítica al actual modelo económico y a la clase política, siguiendo el espíritu del lema de la jornada del 15M “No somos mercancías en manos de políticos y de banqueros”, con propuestas concretas. A falta de una tabla reivindicativa común de todas las acampadas, la de Barcelona parece la más consistente políticamente y es un buen punto de referencia reivindicativo para el futuro.
En este nuevo periodo no se puede perder la referencialidad simbólica que han conseguido las acampadas y ocupaciones. Mantener estos símbolos, a modo de memoria y de elemento de continuidad es importante. De ahí que muchas acampadas, al decidir levantarse, estén acordando mantener una pequeña infraestructura en las plazas (puntos de información…) y la convocatoria de asambleas regulares.
Las sendas por las que transcurrir en los próximos meses parecen claras. Primero, reforzar el arraigo territorial del movimiento, potenciar las asambleas locales y establecer mecanismos de coordinación estables. Habrá que buscar formas para combinar arraigo local y actividades unificadoras, sin caer en una dispersión de objetivos. La propuesta de consulta social que están esbozando algunos de las y los activistas de Pl. Catalunya puede permitir, junto a otras iniciativas, este objetivo. Segundo, buscar lazos con la clase trabajadora, los sectores en lucha y el sindicalismo combativo, y mantener así la presión sobre los sindicatos mayoritarios, desconcertados por un cambio en el panorama político y social que no preveían. El reto es trasladar la indignación a los centros de trabajo, donde todavía predomina el miedo y la resignación. Tercero, preparar la jornada del 15 de octubre, como fecha unificadora de movilización, buscando además convertirla en una día de acción global y en un momento decisivo para la internacionalización del movimiento. Cuarto, combinar el desarrollo de un movimiento generalista, el “movimiento de l@s indignad@s”, que hace una crítica de conjunto al actual modelo político y económico y su articulación con las luchas concretas contra los recortes sociales y las políticas que buscan transferir el coste de la crisis a l@s trabajador@s.
Una etapa termina y empieza otra. Sin habernos dado cuenta, tenemos entre manos un movimiento cuyas potencialidades estamos justo empezando a descubrir.
