Coa que está a caer, achegámonos ao Concello de Vigo, desta vez con roupas e botas de auga, para denunciar publicamente a situación de indefensión na que nos atopamos a cidadanía pola falta de respostas das administracións públicas ante o crecente empobrecemento do que somos vítimas.
Como estamos cansas de repetir, Xunta e Concello non cumpren coa súa obriga de garantir unha vida digna para todas as persoas. No medio dunha realidade tan crúa como a que estamos a padecer, a ausencia de solucións reais pola súa banda resulta cruel e intolerable. Non pode ser que os presupostos para estes temas continúen a ser tan evidentemente insuficientes; non pode ser que a concesión da RISGA demore ata 8 ou 9 meses ou que a súa contía media sexa inferior aos 400 euros por familia; non pode ser que os criterios para as axudas de emerxencia sexan tan estritos que deixen sen nada ás persoas e familias que xa pouco ou nada teñen; non pode ser que non exista unha política real de vivenda que garanta para toda a cidadanía o dereito a ter un teito baixo o que vivir; non pode ser, finalmente, e por iso estamos hoxe aquí, que cando nos achegamos ás UTS para solicitar unha Axuda de Emerxencia Municipal (AEM) non sexamos quen de conseguir algo tan básico como que nos acrediten documentalmente a tramitación ou non de dita axuda.
Despois de múltiples conversas frustradas cos responsables dos Servizos Sociais, decidimos dar un paso adiante na nosa denuncia pública. Por unha banda, entregamos (e seguiremos a entregar) no Rexistro do concello escritos individuais nos que cada quen se dirixe ao Alcalde de Vigo, último responsable das políticas sociais municipais, informando da situación persoal e esixíndolle a súa inmediata intervención para solucionar o caso exposto, así como que se estableza dunha vez por todas un protocolo que respecte o procedemento administrativo legal e regulamentariamente establecido. Dito protocolo debe garantir a posibilidade de presentar por escrito nas UTS as solicitudes das AEM mediante formulario normalizado conservando unha copia selada, sen que isto supoña demora algunha na tramitación dunha axuda que, por responder a unha situación de emerxencia social, ha de ser inmediata.
Por outra banda, vimos hoxe ata aquí para entregar unha queixa formal contra o Concello de Vigo dirixida ao Valedor do Cidadán, ao Valedor do Pobo e ao Defensor del Pueblo polo funcionamento arbitrario e inxusto dos Servizos Sociais no tocante ás Axudas de Emerxencia Municipais, achegándolles ademais copia das instancias remitidas anteriormente ao Alcalde de Vigo. A estas tres institucións públicas que teñen como cometido defender os dereitos fundamentais da cidadanía, solicitámoslles que interveñan no asunto co obxectivo de poñer fin a esta situación de indefensión que padecemos e de lograr que, dunha vez por todas, o Concello de Vigo respecte os nosos dereitos como veciñas e veciños desta cidade.
