Hace tiempo que los gobiernos, con el pretexto de la crisis económica, están tomando decisiones que suponen un grave retroceso en los derechos laborales y sociales de personas y familias. Estas políticas están afectando muy negativamente al conjunto de la sociedad y, en particular, a las personas y familias más empobrecidas y vulnerables. Como ya hemos manifestado en otras ocasiones, consideramos estas políticas equivocadas e injustas. El actual Gobierno de España está llevando hasta el extremo estas políticas contrarias a los derechos laborales y sociales de personas y familias.
Entre estas decisiones se están tomando algunas que imponen recortes en el ejercicio de un derecho básico de las personas, en el acceso a una sanidad pública que atienda debidamente el derecho a la salud de las personas y a la debida atención sanitaria. Y dentro de ellas se ha tomado la decisión de que, desde el próximo 1 de septiembre, a las personas inmigrantes que no tienen regularizada su situación administrativa, se les negará la tarjeta sanitaria y, por tanto, la atención sanitaria que puedan necesitar (con excepción de las urgencias y la atención a menores de edad y mujeres embarazadas).
La Juventud Obrera Cristiana (JOC) y la Hermandad Obrera de Acción Católica (HOAC), consideramos que esta decisión es especialmente injusta e inmoral. Porque estamos ante un retroceso en el reconocimiento del acceso universal a la sanidad (que es lo justo) y, sobre todo, porque supone excluir de este derecho a personas especialmente vulnerables y empobrecidas (y atenderlas debidamente es lo moral). Con el Papa Juan Pablo II, consideramos que “apenas hay una señal más eficaz para medir la verdadera estatura democrática de una nación moderna que el comportamiento que muestra para con los inmigrados” (Homilía en Guadalupe, España, 1982). Personas a las que una legislación injusta ha dejado en una situación irregular administrativamente, ahora se les considera de inferior categoría en el acceso a derechos básicos. Es una desigualdad absolutamente inmoral.
Es una injusticia y una inmoralidad que niega un principio básico de humanidad en el que ha insistido la Doctrina Social de la Iglesia: “Todo emigrante goza de derechos fundamentales inalienables que deben ser respetados en cualquier situación” (Consejo Pontificio para la Pastoral de los Emigrantes, “Erga migrantes caritas Christi”, n. 5). Principio que los obispos españoles han concretado de forma que nos parece especialmente importante para una situación como la actual: “Para la Iglesia, el emigrante, independientemente de la situación legal, económica, laboral, en que se halle, es una persona con la misma dignidad y derechos fundamentales que los demás, es un hijo de Dios (…) El inmigrante no es “una fuerza de trabajo”, sino una persona. Con esto está dicho todo lo que a dignidad humana y derechos fundamentales se refiere” (Conferencia Episcopal Española, “La Iglesia en España y los Inmigrantes”, n. 5).
Por todo ello, desde la HOAC y la JOC:
1º.- Rechazamos la decisión adoptada por el Gobierno de España, por injusta e inmoral, y le pedimos una inmediata rectificación, devolviendo a los inmigrantes lo que en justicia les pertenece.
2º.- Pedimos al conjunto de la sociedad y a las organizaciones sociales que se opongan a esta decisión y hagan lo posible por modificarla.
3º.- Invitamos a las comunidades cristianas y al conjunto de la Iglesia a asumir la especial responsabilidad que tenemos en la defensa de los derechos de justicia de quienes son más pobres y vulnerables.
