Diferentes militantes do antimilitarismo e do pacifismo elaboraron hai uns días un documento que leva por título «O intervencionismo humanitario».
Nel lanzn preguntas e reflexións sobre a intervención do Estado Español en territorio libio cuestionando moitos dos argumentos dados na por certos pola maioría.
O intervencionismo humanitario
Existen muchas razones, políticas, sociales, racionales y emocionales para apoyar una intervención en Libia, pero también las hay para rechazar tal actuación, especialmente por la necesidad de cuestionar el modelo en que se basa la intervención.
Los abajo firmantes, por las razones que más abajo explicitamos, nos mostramos solidarios con el pueblo libio en su proceso de democratización y, por esto, con el derrocamiento del coronel Gadafi, defendemos que las intervenciones internacionales sean de tipo político y no militar, y estén insertas en procesos que garanticen una paz real y duradera. Por estas razones, nos parece oportuno introducir en el debate que se está produciendo algunas preguntas y precisiones. Antes de dar nuestro apoyo a la utilización de la fuerza militar en cualquier conflicto que puede derivar en guerra, la primera pregunta que nos deberíamos formular es: ¿qué complicidades existen desde la comunidad internacional o desde nuestro propio Estado? ¿Se encuentran estas entre las causas que han motivado el conflicto? Es decir, se trata de preguntarnos si existen intereses económicos o políticos por parte de nuestros propios Estados respecto del país que se pretende atacar.
La segunda pregunta no es de menor enjundia, pues también apunta a una cuestión decisiva para un comportamiento ético en política. ¿Se ha prestado ayuda militar o vendido armas por parte de los Estados intervinientes a ese gobierno despótico al que ahora se pretende derrocar?
Resulta evidente que, en el caso de Libia, hace apenas unas semanas, numerosos países occidentales firmaban convenios comerciales, establecían negocios conjuntos, prestaban ayuda financiera, instalaban industrias de extracción de hidrocarburos y, además, le vendían armas. Todo ello a sabiendas de que se beneficiaba a Gadafi y a su círculo más íntimo y no a la población libia, y a pesar del historial criminal del dictador, quien no mostró mejores maneras con el pueblo libio tras su acercamiento a Occidente, ni dejó de proporcionar armas y apoyos de todo tipo a grupos rebeldes y regímenes totalitarios y colaborar y financiar ataques contra población civil en numerosos países. Pese a ello, el dictador Gadafi se convirtió en un firme aliado y fue recibido con honores por buena parte de los países y dirigentes que hoy le demonizan.
Pero hay más preguntas, también importantes: ¿se habían agotado todos los medios políticos al alcance de la comunidad internacional para resolver el conflicto?, ¿No existen dudas razonables de que la medida militar adoptada tiene muchas probabilidades de provocar una mayor escalada de violencia y un mayor sufrimiento?
Además, resulta de una enorme hipocresía esgrimir el derecho a proteger a la población de Libia mediante el uso de la fuerza, mientras existen un sinfín de escenarios en el mundo donde no se hace absolutamente nada. Pues en la mayoría de países árabes donde existen duras dictaduras y algunas están masacrando a su pueblo, como en Yemen o Siria; o se pasa por alto el envío de tropas de Arabia Saudí a Bahréin para reprimir las revueltas de su población; o el angustioso caso de Palestina, que no hace falta detallar por ser demasiado conocido; por no mencionar la parálisis de la comunidad internacional en los casos de Chechenia, Guinea Ecuatorial, R.D. del Congo, Zimbabue y tantos otros. Y, en definitiva, ¿dónde se encuentra la responsabilidad de proteger cuando conocemos que, cada día, decenas de miles de personas mueren como consecuencia de la desnutrición o enfermedades fácilmente curables? ¿Son estas últimas maneras de morir menos dramáticas? ¿Es la responsabilidad de las autoridades menor? ¿Nos importa acaso más quién mata que quién muere?
Pero, además, antes de optar por la vía militar, existían medidas políticas de presión para frenar el conflicto, aislar al gobierno de Libia y expulsar a Gadafi del poder, si es que de eso se trata. Como arbitrar la congelación inmediata de todas las cuentas bancarias e intereses en empresas de Gadafi y su gobierno en el exterior (todavía no ha sido el caso en Italia y en otros lugares, a pesar de la obligatoriedad de las sanciones). Embargos económicos que debían paralizar todas las transacciones comerciales, incluidas las armas y los hidrocarburos; así como el reconocimiento de los rebeldes; y especialmente, presionar para convocar una conferencia regional en que participaran, además de gobierno y rebeldes, otros muchos actores representativos libios y los países árabes de la región, que posibilitara la resolución del conflicto. Conferencia que debería tener como objetivo terminar con la dictadura y facilitar una transición política.
Una vez expuestos los argumentos que deberían hacernos reflexionar sobre las bondades de una intervención militar por causas humanitarias liderada por muchos de quienes formaron parte del problema, queremos dar nuestro apoyo a los escasos pacifistas y gentes que han levantado su voz frente al obsceno espectáculo de guerra desplegado en Libia. Así como denunciar el coro farisaico y la impostura intelectual de quienes se dedican a menospreciar, reírse o insultar a los que critican esta nueva guerra. El valor moral de la noviolencia es muy superior al pragmatismo de la violencia como forma de solucionar los conflictos, como han mostrado los valientes luchadores contra la tiranía de Egipto o Túnez.
