Zapatero, el patrimonio de las clases medias… y en general la vergüenza de la política fiscal.
Este pequeño artículo va dedicadop a mi compañera Rocío.
Rocío es mujer, delegada sindical, hipotecada, mileurista y de Carabanchel. Rocío no va a dar la vida por la patria, la va a dedicar a trabajar ocho horas diarias por cuenta ajena. Rocío es una chica honrada y cumplidora. No ha pisado nunca un coche oficial y jamás será concejala ni tan siquiera de cultura. Y aún así defiende con ardor que los compañeros no deben utilizar artimañas –aunque éstas sean legales- para pagar menos a Hacienda. Rocío no liquida el Impuesto de Patrimonio, no sabe lo que es una SICAV y no sé si le interesa demasiado saberlo. Es más, creo que le da igual ser de clase media o no. No creo que logre convencerla, pero escribo esto para que sepa lo duro y vergonzoso que resulta en este país no poder darle la razón.

Nada, nada… Hablemos de actualidad… Noticia: el Gobierno Zapatero ha decidido que el Impuesto sobre el Patrimonio pase a la historia en la próxima legislatura. Dicen en el Partido Socialista que es una antigualla, que ya sólo subsiste en la Francia de Sarkozy , que recae sobre las clases medias…
Pero veamos cuánto hay de cierto en todo esto. Tradicionalmente la política fiscal se basaba en tres impuestos. Uno sobre la renta, otro sobre el patrimonio y otro indirecto (el famoso IVA). Los dos primeros eran progresivos –es decir, el porcentaje de lo que se paga es mayor en función del total sobre el que se paga- y el último no. Por hablar muy gráficamente, el Impuesto sobre la Renta iba en función de lo que se ganaba y el del patrimonio sobre lo que se tenía. La idea era que la finalidad de redistribución social de la política fiscal se concretaba en redistribuir los recursos no sólo desde los que ganaban más a los que ganaban menos sino también de los que más tenían a los que no tenían nada. En suma, se trataba de gravar no sólo a los que se iban haciendo ricos sino –cosa muy importante, teniendo en cuenta el punto de partida- a los que ya lo eran. He de aclarar primero que este programa redistribuidor y progresivo no era el delirio programático de un radical de izquierdas, sino que era ni más ni menos que el pactado en nuestra vigente Constitución Española, la que no paramos de defender, celebrar, glosar… todo menos cumplir.
Pero daba igual lo que dijera la Constitución, como existe un lugar fantástico llamado Bruselas en el que los Gobiernos Europeos tienen la capacidad de legislar sin que los Parlamentos, las opiniones públicas o lo que queda de Medios de Comunicación les molesten, pues allí se fueron a acordar una política fiscal que sólo permitiera subir los impuestos indirectos, es decir, el IVA, es decir, el único proporcional. Lo de Bruselas es una cosa de cuento de hadas: resulta que el ministro va por allí por las mañanas con sus colegas y allí deciden cuanto quieren sitiados por un ejército de lobbys y sin ningún control democrático, y ese mismo ministro llega por la tarde a su país diciendo que no les queda más remedio que aplicarlo, es decir, aplicar lo que ha decidido Europa…
Pues mira tú, lo que se decidió básicamente es crear alternativas impositivas para limitar la progresividad de los impuestos. Esto es, bajar los impuestos a los que más tienen y si hay que subirlos –por exceso de déficit- subir sólo aquellos que son proporcionales. Con una excepción, claro, la del IVA de lujo, que decidió eliminarse, de modo que hoy se paga lo mismo por dormir en un hotel de cinco estrellas que por pasar una noche en un camping (de hecho, menos de la mitad que por una prenda de abrigo o un pañal de bebé). Y con respecto a los impuestos progresivos, los directos, la cosa fue diferente: En España se estableció primero un tipo fijo para el Impuesto de Sociedades. Al principio del 35%, más tarde del 30, luego del 25. Fácil, fácil. Todo el que tenga que pagar más de ese tipo que constituya una Sociedad. Se acabó la progresividad… El tipo marginal –el porcentaje máximo que pagan los más ricos- podía ser el que fuera… nadie lo iba a pagar… Bastaba convertirse en empresario de una empresa fantasma cuyo único producto era el ahorro fiscal.
Pero eso seguía siendo mucho… si usted tiene capital suficiente para jugar a inversor podrá beneficiarse aún más. Si invierte su dinero en bolsa no tendrá que someterlo al esquema impositivo de renta y patrimonio. No. Eso es para los ganan dinero a base de trabajar. Si usted gana dinero en bolsa tributará al 18%. Y eso ¡con carácter retroactivo desde Enero de 2006! …no como el cheque bebé.
Mas nunca hay que conformarse si se puede ganar más… Pues más allá de Bruselas existe un espacio sideral, justo antes de llegar a la galaxia Bilderberg, donde no rigen siquiera las leyes del libre mercado. El lugar de los verdaderos ricos, el de los grandes inversores. Si las decisiones en Bruselas son “Europa” este lugar es aún más lejano e inapelable: Se hacen llamar a sí mismos los mercados”. Así, tan panchamente. Allí, los verdaderos ricos decidieron que todo eso era muy poca rebaja, que había que crear “nuevas fórmulas fiscales que atrajeran la inversión”. En suma, “los mercados” exigían crear un tipo impositivo regresivo, es decir, que pagaran menos los que tienen más, un tratamiento especial para gente especial. Y aparecieron las SICAV, en español Sociedad de Inversión de Capital Variable, en cristiano Sociedades que se crean para invertir el dinero –mucho dinero- en bolsa, es decir, en las grandes empresas. Y, en un alarde de generosidad y justicia social, sus beneficios tributaron desde entonces ¡al 1%!
Y claro, entre Directivas Europeas y exigencias de los mercados, el pobre impuesto del patrimonio se quedó sin sentido. ¡Qué mala suerte! Zapatero, el rojo radical que está cambiando el mundo declaró que “sólo lo pagan las clases medias”, porque los ricos tienen –ha descubierto en un momento de lucidez- “diversos instrumentos y fáciles mecanismos de elusión”. Vale, pero ¿seguro?, ¿Es esa la verdadera razón? Pues fíjate, a la vista de los numeritos parece exactamente al revés. Parece que si se quiere ser propietario a todo trapo dentro del territorio español –no como nuestras admiradas estrellas del deporte y las finanzas que españolean desde el Lago de Como, las cumbres andorranas o alguna Antilla menor- ocurre que es el único impuesto progresivo que no es fácil de eludir dentro de la estricta legalidad. ¿Será eso lo que Zapatero quiso decir con que era el único resto en nuestro sistema fiscal que no era “razonable y equilibrado”? Resulta que, según la última Memoria de la Administración Tributaria –con datos del 2005-, el impuesto sobre el patrimonio ¡cumplía la Constitución! Es más, es como si fuera el último reducto de la progresividad –del art. 31 de una Carta Magna que se ha vuelto muy tacaña- en el sistema fiscal de este país… ¡A quién puede extrañar que PP y PSOE estén de acuerdo en eliminarlo!
Dejemos pues los titulares y miremos las cifras: Desde que la primera vivienda está básicamente exenta, en España liquidan ese impuesto unos 900.000 ciudadanos. Según dicha Memoria, el 70% de estos contribuyentes –los que tienen menos de 400.000€ de patrimonio- no llegan a cubrir el 25% del impuesto. Es decir, las clases medias de Zapatero (¡joder con las clases medias que tienen hasta 400.000€ de patrimonio sin contar su vivienda!) sólo pagan un cuarto del total recaudado. Esto es debido a que como el impuesto es progresivo, pagan más porcentaje los que más tienen. Más o menos lo que dice la Constitución.
Pero adivina ahora quien va a dejar de pagar el restante 75% del total de los 1.400 millones de euros que van a dejar de recaudarse. ¡Premio!, los que son ricos hasta para Zapatero. De hecho, menos del 1 por mil de los declarantes –los 727 contribuyentes que en 2005 poseían un patrimonio de ¡más de 10.000.000 de euros!- pagaban casi el 5% de lo recaudado. Para hacernos una idea de las cifras, si los contribuyentes con un patrimonio situado entre 110.000 y 200.000 euros se van a ahorrar entre 84 y 155 euros cada año, los que atesoran más de diez millones de Euros se embolsan –dejan de contribuir- una media de más de 100.000 euros al año. ¡Qué suerte –pensarán aliviados nuestros conciudadanos más afortunados- que haya un gobierno de izquierdas que baje los impuestos a las clases medias!
Y sin embargo no hay que escandalizarse todavía, que aún hay más… Porque en España estamos a punto de alcanzar un momento histórico que, si es verdad que entronca con lo mejor de nuestra historia de sostenimiento de la aristocracia por la plebe- no van a poder leer en ningún periódico de tirada nacional.
Todo este proceso de eliminación de la progresividad y creación de regímenes fiscales especiales para los ricos, que culmina ahora con la eliminación del Impuesto de Patrimonio, ha conseguido que el soporte fiscal se acerque al 80 por ciento por parte de los trabajadores. Es decir, que la totalidad de este chiringuito llamado España lo pagan los de siempre, los que trabajan por cuenta ajena, no se desgravan el IVA de lo que compran y dedican –si pueden- el 80% de su magro salario a pagar su vivienda.
En suma, si los salarios suponen aproximadamente la mitad de la renta nacional –y cada vez menos- esto supone que trabajar está cuatro veces más gravado que el hecho de ser rico y gozarlo haciéndote más rico. Las rentas obtenidas por trabajar (lo que llaman “rentas del trabajo”, como si las otras vinieran del cielo…) contribuyen cuatro veces más al sostenimiento general que las rentas del patrimonio, la inversión, etc. Hasta el punto de que por primera vez en muchos años, en Europa en general y en España a más velocidad, la tasa de transferencia de distribución se acerca peligrosamente al punto cero, es decir, que la cantidad que reciben los trabajadores en forma de “política social” (pensiones, educación, desempleo, becas, prestaciones, etc.) se la pagan toda ellos sin ninguna contribución de ninguna otra renta ajena a la que nos pagan por trabajar. Y lo que es peor, en breve –probablemente en la próxima legislatura- alcanzaremos el hito de que los impuestos al trabajo ¡empiecen a subvencionar a los inversores, rentistas y empresarios!
Al final los trabajadores españoles contribuirán con sus impuestos no sólo cuatro veces más que los capitalistas en pagar los gastos, por poner un ejemplo, de cualquier ONG –incluyendo entre éstas a la Casa Real- sino que empezarán a pagar más de lo que reciben en gastos sociales. Por poner otro ejemplo: la contribución de los inversores a la Seguridad Social dejará de ser nula para empezar a recibir dinero de que exista (un superávit presupuestario con el que, por ejemplo se puede inyectar dinero a “los mercados”, para que la bolsa no les baje demasiado a los que han invertido en el trabajo de los demás).
¡Política fiscal! Lo dijo una vez ese tremendo revolucionario llamado John K. Galbraith sobre lo que estaba pasando en Europa y EEUU desde Reagan y Thatcher -“es la revolución de los ricos contra los pobres…”. Más gráficamente, es Robin Hood pero al revés.
Y termino ya, Rocío, resumiendo: cuando el año que viene recojas la nómina después de trabajar todo el mes, que sepas que en tu retención de IRPF estarás subvencionando a tus jefes, a los accionistas de tu empresa, y a los ricos en general… que como tú (apenas) sabes, pasan mucha necesidad …
Y que sepas que siento haberte tenido que colocarte este ladrillo simplemente para decirte que me encantaría vivir en un mundo donde poder afirmar, sin que se me caiga la cara de vergüenza (ajena), que tienes toda la razón…
