Bernardone, padre de Francisco, rico propietario de una manufactura de tejidos, importaba de Francia los tintes para colorear su producto. Su admiración por la metrópoli le condujo a bautizar a su hijo –como Francesco- en homenaje a Francia.
La miseria, hasta entonces, campeaba en Europa como secuela de las guerras y de la peste. El mercantilismo generó, por primera vez, relaciones de trabajo promotoras de exclusión social. Francisco se solidarizó con las víctimas de la naciente manufactura. Al desnudarse en la plaza de Assis, todos entendieron el gesto más allá del simple acto de despojo. Las ropas producidas por el padre estaban corrompidas por la tecnología que condenaba a los artesanos a la pérdida de su oficio y, por lo tanto, a la miseria.
Hoy, el franciscano mons. Cappio se posiciona al lado de las víctimas de la transposición de las aguas del San Francisco. El PT (Partido de los Trabajadores), históricamente, era contrario al proyecto. Y también estaba en contra de la CPMF (Contribución Provisional sobre Movimientos Financieros). Una vez en el gobierno, cambió, como también cambió en tantas otras cosas. Cambió para no realizar las transformaciones prometidas, como la agraria. Cambió para desfigurarse como partido de los pobres y de la ética. Cambió para parecerse más a sus adversarios políticos.
En Sobradinho (BA), en la capilla consagrada al santo que da el nombre al río, el obispo hace su gesto solitario, aunque también es objeto, en Brasil y en el exterior, de muchos apoyos solidarios. Su primera huelga de hambre, por 11 días, fue en 2005. Mons Cappio rechazó alimentarse hasta que el gobierno prometiese rediscutir el proyecto y promover la revitalización de río. Según el obispo, Planalto no honró el compromiso.
La obra de transposición está presupuestada en R$ 5 mil millones. Cornucopia en la cual están clavados los ojos de las grandes empresas contratistas y el agronegocio. Mons. Cappio desconfía de que la transposición beneficiará a los pobres de la región, que viven de la pesca y del cultivo familiar, pero sí al gran capital.
¿Quién ha visto a un gobierno hacer una obra de bulto para beneficiar al pobre? Ni siquiera el gobierno Lula invirtió suficientemente en el programa de construcción de 1 millón de cisternas de captación del agua de la lluvia, que pondría fin a las agruras de la sequía en el semiárido. Apenas el 25% de las cisternas fueron construidas, igualmente gracias al apoyo de la iniciativa privada. Ciudades sin suficiente saneamiento son beneficiadas por viaductos para el confort de quien transita en coche…
¿Quién tendrá acceso al agua transpuesta? ¿La seca o la cerca? No tiene sentido ese proyecto en una región donde todavía predomina el latifundio y cuya población, cerca de 12 millones personas, no tiene acceso a la propiedad de la tierra. En el proyecto no están incluidas las 34 comunidades indígenas y las 153 quilombolas ubicadas en su radio de acción.
El propio organismo que responde por las cuencas hidrográficas, el Comité de la Bacía Hidrográfica del Río São Francisco, está contra el proyecto, pues ignora las estructuras sociales arcaicas de la región, lo que significa, en la práctica, fortalecerlas.
Lo que Mons. Cappio reivindica es simple y democrático: que el gobierno debata el proyecto con la sociedad, sobre todo con los ribereños del San Francisco. La obra tendrá profundo impacto en toda la extensión territorial del país y, sobre todo, repercusiones ambientales y sociales.
Mons.Cappio tiene hambre de justicia, una bienaventuranza, según Jesús en el Sermón de la Montaña. Su Navidad es la del pesebre, allá donde la familia de María y José, sin techo y sin-tierra, hace nacer la esperanza de que la población de la cuenca hidrográfica del San Francisco no venga, en futuro próximo, a ser conocida también como sin-río.
